Dr. Angel Bellin zaghi, a young specialist whose success in the treatment of sufferers from yel low fever recently attracted much at tention in .Mexico, is in th city on his way to Brazil. Dr. Bellinzaghi has been offered the 1100,000 prize set aside by the , Mexican government for the discovery of a serum that would cure yellow fever, but he says that he is unwilling to ac cept the prize on the terms proposed by the Mexican government, although he is ready to give all sufferers from the dread disease the benefit of his cure. Although Dr. Bellinzaghi spent only two months in Mexico, he treated about fifty east's of the yellow fever, and ef fected cures in &a per cent of these cases. He said that he would remain in New York about a week and that he would return, to the United States from Brazil early next year. He is accompanied here by K. L. Summerlin of San Antonio, Texas, near which city he expects soon to establish a laboratory for the manu facture of the serum, w hich has attract ed the favorable attention of the Mexi can authorities. "It is my desire." Dr. Bellinzaghi said - n interview, "to place my discovery at the disposal of the United States as I believe it will be of marked value to the sufferers from yellow fever in the states along the Gulf coast. My experi ence in the republic of Mexico, both in the treatment of yellow fever and in immunizing persons liable to it have been most satisfactory and convincing " Dr. Bellinzaghi takes special pride in, the case of David Kilpati-ick. an Amer ican who had contracted vrliow- fever and whose case was brought to his at tention in Vera Cruz. Kilpatrick's cae was regarded as hopeless. Four applica tions were made and Kilpatrick recov ered. Thjs strengthened the confidence -of the local authorities in Dr. Beliinzaghi's. discovery and the Mexican government expressed its desire to obtain from him bis interest in the new remedy. The offer was tint accepted as Dr. Bellin zaghi did not desire to place the entire control of his discovery in the hands of the government. President and Mrs. McKinley Entertain Delegates. Washington, D. C, Dec. 7. The presi dent and Mrs. McKinley gave a recep tion yesterday afternoon to the 1,900 delegates to the W. C. T. U. conven tion. The elaborate decorations of the principal rooms which had been pro vided in honor of the commissioners to the Paris exposition, who were the president's guests at dinner, remained in place.- The Marine band furnished the music. The reception party consist ed of the president and Mrs. McKinley, Secretary and Mrs. Gage. Secretary and Mrs. Long, Attorney Genera! and Mrs. Griggs and Secretary and Miss Wilson. England's Prince Likely to Attend American Yacht Race. New York, Dec. 7. A dispatch to the Journal and Advertiser from London says: Either the Prince of Wales or the Duke of York will probably attend the America's cup races next August if political and social conditions at that time permit. The prince would much like to attend. An intimation has been conveyed that if" proper official representations be made the prince would be pleased to consider them favorably. The prince has become more deeply interested in yachting than ever, and intends going in strongly for it next year, watching' the course events in connection with Upton's challenge closely. He will at tpnd the trial races between the two Shamrocks next spring and will prob ably sail on the new boat. The proper course for Americans to get the prince over is for private diplo matic intimations to be conveyed from the president that the prince's visit would be most acceptable, and then for the commodore of the New York Yacht club to invite the prince to attend the races. If the prince should have a royal yacht at New York he would witness the races on that, otherwise on Lipton's I2rin. If conditions prevent the prince from going the Duke of York, probably on his way home from Australia via Canada, may go to New York for the races. It can be stated authoritatively that the reports that Lipton is building the mysterious yacht on the Clyde for pre sentation to the prince are untrue. The prince could not accept it, nor would Lipton make such a present. The prince and Lipton spend three days together next week at the country house of Sir Edward Lawson, where yachting mat ters will be discussed. HAY-PAUXCEFOTE TREATY. England Fears American Senate's Ac tion in Canal Matters. New York, Dec. 7. A dispatch to the Tribune from London says: The fate of the Hay-Pauncefote treaty is awaited here with more interest thai, anxiety. Its rejection, or even an amendment in a spirit hostile to the Suez regulations will be regarded as a sign that the American senate is bent upon ending rather than mending the Clayton-Bulwer convention and upon doing this, however, in an offensive way. The British government did not take the initiative in opening negotiations for a revision of the convention of 1850. It merely responded in a most friendly spirit to a suggestion from the state de partment that the time had come for adapting an antiquated treaty to alter ed conditions in a spirit of mutual ac commodation and good will. It conced ed everything that was asked and mere ly stipulated that the Suez principles should be applied to any canal under American control. The rejection of the convention will be considered as an indi cation that the American government does not know its own mind, and that It does not value the concessions made in response to its own solicitations. The adoption of a fortification amend ment will be the signal for a strong press agitation here against a departure from Suez practice and the foreign office will have the public support if it de clines to accept the treaty in a new form. It is considered singular by dip lomatists here that the question of for tifying the ends of the canal should be raised. No European power which is without coaling stations and a naval base close at hand can ever menace American control of the canal, and Eng land is the only one which is adequately supplied in the West Indies with these indispensable accessories for naval war fare. If Americans insist upon fortify ing the canal it must be because they have their eyes upon Port Royal and Santa Lucia and dread British interfer ence with the waterway. Although Lord Salisbury has re nounced in the new treaty the principle of dual control, England, having act ed in good faith, would prefer to have Americans accept the treaty in its orig inal form. THE RIFLE WAS LOADED. Boy Who Kills a Girl in a Joke ExJ pected Acquittal. New York. Dec. 7. Owen Squire, IS years old, who was convicted last week of manslaughter in the second degree for the killing of Lizzie Hiegersill. has been sentenced by Judge Moore in the Queens County court. Long Island City, to only four months in the county jail. Many women from Richmond Hill pleaded for clemency, believing the boy's story that the shotting was purely accidental. Squire lived with his parents at Ja maica avenue and Beach street, Morris Park. L. I. In an ice cream saloon near his home on November 6, Squire delib erately put his tiny rifle to the head of Lizzie Hiegersill and shot her dead. After he had realized what he had done he made his escape from the store and ran home. A few hours later he was arrested.. He said the shooting was accidental as be did not know that the gun was loaded. During the trial last week for man slaughter about 20 women testified that the shooting was entirely accidental. The verdict of guilty of manslaughter in the second degree came as a surprise to his friends, for they , expected an acquittal. HIGlFrRICED BEEF. AU Records Broken at Chicago Fat Stock Show. Chicago, Dec. 7. One hundred dollars apiece for steaks and tlO a pound for roast beef was paid at the fat stock show when Sehwarzchild and Sulzberger of New York bought B. R. Pierce's Abeideen Angus steer "Advance" for $1.50 a pound. This was paid for beef on the hoof and as the steer tipped the scale at 1,430 pound3 the price was $2,145. Another important sale of the day was a car load of lifteen Angus cattle, bred by W. H. Kerrv of Bloomington, 111. These cattle brought 3,4( or at the rate of 15H cer.t? per pound. This is the highest price ever paid for a, ear load of cattle. A. Weber of Kan sas Cliv was the purchaser. In spite of the inclement weather the evening parade of prize winners took place before a. inrc-? audience. In addition there was a drill by a company of the stock yards equestrian club. In the morning there was a lively com petition between draught hor.es in har ness and in the afternoon beside the sen sational fat cattle sales, there was an in teresting sale of Galloways. In the first day of the sale of short horn cattle, forty-seven head were sold fnr an average of $374 per head. "Webber of Kansas City fqr a price three cents per pound over the highest priced steer sold at the International Live Stock exposition. This made the price J1.53 per pound. As the steer weigh ed between l.HOO and 1.700 pounds it cost Mr. Webber about $2,350. He -was slaugh tered bv Armour & Co., and dressed sixty nine per cent of live weight. He is un doubtedly the highest priced beef steer ever sold in the world. Eugene Grubb of Carbondale, Col., sold at private sale 20 Colorado range bred short horn yearling steers, averaging &17 pounds each at $5.25 per 100 pounds, or $48.14 per head, to Mr. Watson of Minne sota, who bought them to feed for mar ket at his farm. This sale breaks the record for young feeding cattle off the range. They haV been raised entirely on grass, never having tasted grain of any kind. A LOXG VOYAGE. Little Tug Wompatuck to Steam to Manila via the Suez Canal. New York. Dec. 7. Naval officers ava looking forward to the voyage to Ma nila that has heen ordered by the navy department for the little tug Wompa tuck. which has been doing service in the Brooklyn navy yard for some time. The order came as a surprise to the offi cers in the yard. If she completes ihe long trip it will be the first time on rec ord that se small a tug has been able to do. so. As to the general purpose or spec ific reasons for seVding the Wompatuck to Manila naval officers in the yard con fess complete ignorance. It was generally believed that the tug would leave the yard this week, but in quiry revealed the fact that she is not expected to go until Sunday. Lieutenant Commander F. H. Sherman is nominally in charge, but when the tug sails shi will also have on board Lieut. F. li. Brainard. The Wompatuck will go first to Not folk, then to Bermuda The Wompatuck will then follow out an itinerary which will take her to Madeira, thence to Gi braltar and other Mediterranean ports, to the Suez canal and Red sea, across the Indian ocean .touching at Bombay, Cal cutta and Sumatra. Joseph Manley of Augusta, Maine, of the Republican na tional committee, will not accept the office of commissioner of Internal reve nue to succeed the late Commissioner Wilson, even if the place is offered to him. Mr. Mardey reached here last night and today he will go to Washing ton to see the president. "The place has not been offered me." said Mr. Manley in answer to questions, ' and I could not take it if it were. I am a member of the Maine legislature, and I am to be speaker of the lower house. I told my iriends last summer that I would be a candidate for the speakership and I am going to stand by that promise. There is no opposition to me.
