Washington, Dec. 8. After two hours of deliberation tniiav tJie Presbyterian committee concluded its discussion of the revision of the Westminster eon fession ot faith and adiourned. The committee find on examination of the returns from the Presbyteries the following- facts: 1 That the returns plainly indicate tnat tne church, desires some changes in its eredal statement. 2 The returns indicate plainly that no change is desired which would in any way impair the integrity of the system or doctrine contained in the confession of faith. 3 The returns also indicate that large plurality desire that "changes should be made by some new statement of present doctrines. 4 The returns also indicate a desire upon the part of many Presbyteries for some revision of the present confession. 5 It was therefore unanimously agreed by the committee to recommend to the g-eneral assembly that some re vision or change be made in our conres slonal statements. Substantial but not final agreement was reached as to the method of preparing changes embodying both revision and supplemental state ment; but the determining of the whole matter was deferred to a subsequent meeting. The committee will meet in this city on February 12 next to finally prepare its statement to the general assembly in May. TARIFF FOR MANILA. Commission Completed a Bill Fixing Rates of Duties. Manila, Dec. 8. The Manila commis sion has prepared a bill fixinsc the duties "upon imports and exports. There will be a public discussion of the measure next week. Under its provisions lm portations from the United States into the island are dutiable. The importa tion of explosives, adulterated wines, articles under false trademarks and ap paratus used in games of chance are prohibited. The rates of duty have not yet been perfected. Fifty-two prisoners were captured in the suburbs of San Antonio and San Benito last Wednesday by a detachment of the Thirty-seventh regiment. Many escaped, but a portion of these were overhauled and captured by the gunboat Laguna de Bay. MEN AllE REINSTATED. Three Boiler Makers Win the Fight Over Discharge. The three Santa Fe shop men over whose dismissal the men raised a storm have been returned to their places. Carrier and Heiger, the apprentices, went to work this morning, in accord ance with an understanding made known by Assistant Superintendent Sanderson at 5 o clock Friday afternoon. As an additional charge was preferred against the third, this case was not settled until this morning, -when it was decided that he also should return to work Monday morning. Misunderstandings having been straightened out by the investigations made, this affair is closed, the men to lose nothing. Mr. Sanderson does" not claim any credit for the happy termination of the dilfieulty. "It all settled itself," ha aid today. ' SANTA FE WINS. Supreme Court Says Expired Tickets Not Good For Rides. In the case of Lena Price of "Wood ward, I. T., for damages from the Santa Fe for being put off a train by "forcible persuasion the decision or the lower courts in favor of the defendant was reversed in the supreme court today. The defendant's brother bought a round trip ticket from Woodward to Wichita, and the petition set forth, that he called for an unlimited ticket. He was sriven by the agent at wood ward a limited ticket and when the ticket was presented for return passage the conductor refused to honor it be cause of the expiration thereof and the defendant was put off the train. The court held that notwithstanding what that purchaser thought, "the ticket was not ambiguous as to its terms nor the conditions doubtful in their meaning, and that the acceptance of the same and its use constituted a contract between the carrier and the passenger which beine in writiner could not be con tradicted nor varied by parol evidence." FILL STRIKERS' PLACES. G. C and S. F. Shops at Cleburn Will Reopen Monday. Galveston. Tex., Dec. 8. General Superintendent Nixon of the Gulf, Col orado & Santa Fe railway today wired from Cleburn to General Manager Polk, that the shops there which closed Thurs day night on account of the operators' strike will reopen Monday with a full force of 600 men. Twenty-one stations on the northern division have been transferred to new agents. General Manager Polk says that in two days all the places of strikers will be filled. As the Boer statesman was traveling incognito, the visit was not attended by the ceremony usually paid to a chief of state. A court official pro ceeded to his hotel and accompanied Mr. Kruger to the royal palace in a state carriage. Dr. Leyds received Air. Committees from the Argonaut and W. T. K. cluba in North Topeka are perfecting arrangements for a practical test of the necessity of a rest room for farmers families when in the city. It is believed that the business men will recognized the convenience of such an arrangement, and will lend their aid to its establishment. The towns of Manhattan and Burlington are main taining rest rooms as above mentioned, and it is believed that the importance of North Topeka as a trading center for a large farming population warrants a movement in thij direction. The stores and stock of the Baltimore Bargain house were totally destroyed by fire today. "The buildingr of Grotjan. Lobe & Co., which adjoins, was considerably dam aged. The fire was discovered shortly after 3 o'clock a. m., and burned flreeely far into the mornin. The total loe Is estimated at $MO,000, fully covered by insurance. Children Must Be Vaccinated. At a stated meeting of the board of health this morning a resolution was passed insisting upon the vaccination of school children before the next school term begins.
