That all money paid Into the state treasury during the lisal years end ing June 30, 1914 and June 30, 191a, as in terest on outstanding land contracts, from investments and proceeds from the Bale thereof, and on certain funds as a per manent fund for the University of Kan sas, Is hereby appropriated for the main tenance and support of the University of Kansas, and the auditor of state is here by authorized to draw his warrants upon the treasurer of state for the same upon Itemized and verified vouchers approved by the state board of administration. Sec. 2. That the following sums, or so much thereof as may be necessary, are hereby appropriated to the University of Kansas, out of any money in the state treasury not otherwise appropriated, for the fiscal years ending June 30, 1913, June to, 1914, and June 30, 1915, and any balances left In any of these funds at the close of the fiscal year ending June 30, 1913 are hereby appropriated for the fiscal year ending June 30, 1914; and any unexpended ed balances left in any of these funds at the close of the fiscal year ending June 30, 1914 are hereby appropriated for the fiscal year ending June 30, 1915: 1913 1914 1915 General maintenance. The construction and equipment of the buildings mentioned In section two of this act shall be under the direction and supervision of the state board of ad ministration and they are hereby author ised to adopt plans ana specifications for such buildings and equipment, and to award all. necessary contracts therefor: provided, that the plans and specifications for such buildings shall be prepared by the state architect and approved by the board of administration. Sec. 4. The board of administration of the university are hereby authorized to make out and present to the auditor of state, on or about the first day of each month, beginning July 1, 1913. a voucher or vouchers upon the university appropri ations for a total of not to exceed one thousand dollars, to be used to pay ac counts and claims against the university ri.manoina- immediate settlement, includ ing expense accounts, claims for services rendered and such bills as are subject to cash discount or which would otherwise benefit the state by prompt payment. At the close of each month said board of administration, through its secretary and the purchasing agent, shall file with the auditor of state itemized statements of all accounts paid from such fund to gether with receipts for the same. If during any month any portion of the one thousand dollars drawn for use dur ing such month, shall remain unused, the secretary and purchasing agent shall de duct such sum unusued from the vouch ers for the following month. Sec. 5. All money collected by the uni versity as student fees shall be turned Into the state treasury by the board of administration, and the said fees so col lected and paid into the state treasury shall be and the same are hereby ap propriated to the use of the said universi ty. See. 6. The auditor of state is hereby authorized to draw his warrants upon the treasurer of state for the purposes j Kansas; provided that no moneys shall be drawn out of the state treasury un less actually required for use. and then only upon vouchers specifying each itemi provided further, that the board of ad ministration shall make no contract for buildings authorized under this act for an amount In excess of the appropriation made herein. Published in The Topeka State Journal March 22, 1913. SENATE BILL No. 640. AN ACT to prevent the cancellation or forfeiture of life Insurance policies, without notice. Be it enacted by the Legislature of th3 State of Kansas: Section 1. It shall be unlawful for any life insurance company other than frater nal doing business in the state of Kansas to forfeit or cancel any life insurance policy on account of the non-payment of any premium thereon, without first giv ing notice in writing to the holder of any sucn policy of its intentions to forfeit or cancel the same. Sec. 2. Before any such cancellation or forfeiture can be made for the non-payment of any such premium the insurance company shall notify the holder of anv such policy that the premium hereon, stating the amount thereof, is due and unpaid, and of its intention to forfeit or cancel the same, and such policy holder shall have the right, at any time within thirty days after such notice has been duty deposited in the post office postage prepaid, and addressed to such policy holder to the address last known by such company, in which to pay such premium; and any attempt on the part of such in surance company to cancel or forfeit any euch policy without the notice herein pro vided for shall be null and void. AN ACT reappropriating the unexpended balance of the one hundred thousand dol lars appropriated by section 1, chapter 44, of the Session Laws of 1911, for the purposes expressed in said section, and making appropriations for the Earned Stale Hospital for the erection of build ings and improvements, and for current expenses for the fiscal years ending June 30. 1913, June 30, 1914, and June 30, 1915. and providing for the management of the same. Be it enacted by the Legislature of the State of Kansas: Section 1. Be it enacted by the Legislature of the Ktate. of Kansas: Section 1. Section 7646 of the General Statutes of Kansas of 1909, is nere- hv amenrieil to read as follows: Sec. 7bio. AN ACT making an appropriation for the purchase of coal for the ten state institutions under charge of the Boa.d of Control of State Charitable Institu tions for the fiscal years ending June 3i, 1914 and June 30. 1915. That the sum of $60,000, or so much thereof as may be necessary is hereby appropriated out of any money in the state treasury not otherwise appro priated for the purchase of coal for the ten state institutions under charge of the Board of control of State Charitable In stitutions for the fiscal year ending June 30, 1914. and that the sum of $30,000, or as much thereof as may be necessary is hereby appropriated for the purchase of coal for said institutions for the fiscal year ending June 30. 1915, and any bal- ance left in this fund at the close of iie fiscal year 1914 is hereby reappropriated for the fiscal year 1915. The freight 011 said coal is to be paid out of the mainte nance appropriations of said institutions in case the amounts herein appropriated are not sufficient to pay for the purchase of the coal and the freight. AN ACT to provide for the representation of the state of Kansas at the Panama Pacific International-Expositions at San Francisco and San Diego, California, celebrating the opening and commercial use of the Panama canal, and making appropriations therefor. Be it enacted by the Legislature of the State of Kansas: Section 1. There is hereby authorized a commission tQ be known as the Panama Pacific Exposition Commission, to repre 5,ent,,Jhe.state of Kansas at the Panama Pacific International V-noitinra - k J1.6'.?. in San Francisco and . San' Die?o, California, in nineteen hundred anri fif teen, and celebrate the completion and commercial use of the Panama canal. Sec. 2. The fommisslA hecoh.. Q ,,, Kr.. Ized shall consist of five members, not more than three of whom shall belong to the same political party to be appointed by the governor; and the governor shall be ex-officio chairman of said commission. Said commission shall encourage and promote full and complete exhibits of the agricultural, mineral, commercial, educa tional, industrial, artistic, military, or other interests of the state, and its citi zens at such exnositions and celehratior-K. and shall provide, furnish and maintain aunng the expositions a booth or build ings for a state exhibit and for official headquarters of ' the state, and for tan comfort and convenience of its citizens and exhibitors. This commission shail within thirty days after its appointment and upon notification by the secretary of state convene in the city of Topeka, to perfect its organization for the transac tion of the duties devolving upon it by reason of this act. Sec. 3. The members of the commission shall receive no compensation for their services, but shall be entitled to the actual and necessary expenses incurred while in the discharge of duties imposed upon them by the commission with the approval of the governor. Such commission may appoint, withi the approval of the gover nor, a secretary and fix his compensation for all services to be performed in carry ing out the provisions of this act. and the commission may, with the approval of the governor, also provide for such other cler ical assistance and office facilities in this state or in California as it deems neces sary and for the best interest of promot ing said expositions, but no salaries or expenses shall be incurred for a longer period than sixty days after the close of the expositions. Sec. 4. The sum of forty .thousand ($40,- 000) dollars, or so much thereof as may be necessary for the accomplishment of the purposes set out in section one of this act, is hereby appropriated for the Panama-Pacific Exposition t0 be held in the city of San Francisco, California; provid ed, that of said sum so appropriated the sum of twenty thousand ($20,000) dollars shall be available for the fiscal year ending June 30, 1914, and the sum of twenty thousand ($20,000) dollars shall be available for the fiscal year ending June 30, 1915; provided, further, that any unexpended balance of the appro priation made available for the fiscal year ended June 30, 1914, shall be and the same is hereby appropriated and madfl available for the fiscal year ending June Sec. 5. Within ninety days after the close of the expositions, such commission shall make an itemized, verified report to the auditor of state of the disburse ments made by it, and shall return to the state treasury any unexpended balances of money drawn pursuant to this act. No j indebtedness or obligation shall be in curred under this act in excess of the ap propriation herein made to either expo sition, or both. Sec. 8. The commission shall, as re quested by the governor, from time to time, make and render to him full and complete reports of its proceedings, which said reports shall be filed with the Ex ecutive Council of the state. AN ACT relating to the state insurance department, providing for the appoint ment of a special assistant superintend ent of insurance and providing for tho necessary salary and expenses in con nection therewith. Be it enacted by the Legislature of the State of Kansas: Section 1. The superintendent of insui ance is hereby authorized to appoint a special deputy who shall be known as "special assistant superintendent of in surance." Such special assistant shall take the proper oath of office, shall be v person in no way interested (except as a policyholder) in any insurance company, and shall continue in office at the pleas ure of the superintendent of insurance. In the absence of the superintendent, or of the superintendent and the assistant superintendent, the special assistant shall perform the duties of the superintendent, but shall in all cases execute papers in the name of the superintendent by him self as special assistant. In addition to his other duties, such assistant shall have authority, under the direction of the su- Perintendent, to make inspections in cases complaints are filed with the u. perintendent of insurance. Sec. 2. The special assistant shall re ceive an annual salary of $1,500, such sal ary to be payable in equal monthly In. stallments.
