COMMITTEE
Its Personnel and its Work
Never Before So Many Organ
izations to Care For
Preparing to entertain a National En
campment is accounted a labor of love
but it is none the less hard labor While
willing hands make light work those hands
must have a guide and a safe and sura
one or they will grasp things by the
wrong end and trouble follow It is prob
able that no National Encampment Com
mittee ever worked against greater odds
or more harmoniously than has the Com
mittee whose labors for the 30th National
Encampment of the Grand Army of the

It has been a big committee over 1000
members taking both men and women
workers but it has had big people at the
head of it and of course it was bound to
succeed 15y common consent and be
cause of bis splendid executive ability
Jlr Brainard H Warner of Washington
was made Chairman of the Citizens Com
mittee at the first meeting that was held
to discuss plans for the Encampment Jlr
Warner is himself a veteran though one
of the younger ones and a member of the
Grand Army of the Republic Mr Barry
Buckley the son of one of the prominent
Surgeons in the war of the rebellion was
appointed Secretary of the Committee
and a more courteous accommodating man
never before filled that trying position
Mr Warner placed at the head of the
Womans Citizens Committee Mrs Ellen
Spencer Mussey and she in turn appointed
Mrs Laura Virginia McCullough Secre
tary and the initial steps for the National
Encampment work had been taken
Mrs Mussey has proved to be exactly
the right woman in the right place If
she was not born with the bump of exe
cutive and diplomatic ability well de
Teloped it has grown since for she has
displayed it to immense advantage during
the past sir mouths Even patriotic
women working along exactly the same
lines do not always work in harmony but
in the six months that Mrs Mussey has
been directing the labors of the Womans
Committee there has not been a hitch or
a jar
Mrs Mussey is an Ohio woman edu
cated at the Geneva High School and
Lake Erie College Ohio and Rockford
College I1L Her father was the author
of the famous Spencerian Penmanship
Mrs Mussey came to Washington in 18C9
as Principal of the Ladies Department in
the Spencerian Business College which
position she resigned to become the wife
of -Gen R D Mussey who mustered in
10000 colored troops during the war of
the rebellion and was brevctted Brigadier
General for courageous conduct and re
ceived a LMedal of Honor for gallantry in
service Gen Mussey was taken ill in
187C and Mrs Mussey began the study
of law in his office to enable her to at
tend to his large practice- She practiced
side by side with him for 16 years and
at his death in 1S92 at his request and
with the approval of the Bench and Bar
and of her husbands clientele she has re
tained it She has now a reputation as a
woman lawyer second to none in the world
Mrs Mussey has the distinguished honor
of being the only woman dean of a law
school in the world Women are- not ad
mitted to white law schools in the Dis
trict of Columbia and for this reason Mrs
Mussey has felt called upon to give out
ol her busy life time and thought to this
need of women for higher education so
with the assistance of the Bench arid Bar
of the District she established the first
law school in the world ever organized
primarily for women
- Musscylsthe granddaughter of a
Kerolntipnary soldier who carried to his
Brave the broad scars of the sword -She
is intensely loyal and spends much time
and money in work for the veterans She
is Past President of the Legion of Loyal
Women and of Ladies Auxiliary No 32
Union Veteran Legion and Past National
Counsellor of the Ladies of the U VJ L
She was one of the incorporators and ori
ginal promoters of the Red Cross Organi
zation in this country being Third Vice
President and Counsellor until she re
signed the position on account of pressure
of other work During the Spanish War
she was acting Assistant Field Agent at
Headquarters Washington and visited
every hospital within 250 miles of the
Capital including the small field hospitals
Under her direction a model diet kitchen
was established at Fort Myer and main
tained in the face of opposition in the be
ginning bat afterwards gave great satis
faction to the close of the war To her
executive ability was due the instantane
ous supply of needed clothing for conva
lescent and sick soldiers at the Arsenal
Fort Meyer and Fort Sheridan and Camp
Alger and in her office hangs a testimonial
from the New York Committee of the
Red Cross of appreciation of hgr valuable
services in behalf of the Red Cross
She visited Galveston at the time of
the flood coing in on the first train and
assisted Miss Barton in organizing relief
establishing headquarters procuring store
rooms etc On her return to the North
she made addresses in the principal cities
setting forth the conditions in Galveston
and the need of funds to rebuild the city
Mrs Mussey was the author of the
law of 1S0C which first gave to women in
the District of Columbia the right to their
own earnings and made them joint guard
ians with the fathers of their children
and in the new code of the District of
1902 a generous recognition of the pres
ent conditions of family life and the laws
accorded are largely due to her On her
recent trip to England Mrs Mussey was
received at Oxford and accorded honors
both public and private never before ac
corded to a woman all on account of her
standing as the dean of a law school
As Chairman of the Womans Citizens
Executive Committee Mrs Mussey had
the appointment of over 700 women on
sub committees She has planned and
prepared for the entertainment of seven
womans organizations numbering in dele
gates Jiany thousands a task never be
fore nndertaken for a Grand Army En
campment

The Secretary of the Committee Mrs
Laura Virginia McCullough is a New
Jersey woman who went as a girl to Illi
nois where her parents established their
liomeon tlio banks of rne Mississippi Mrs
McCullough has been a teacher and a
writer and she can draw and paint and
does fine pen work Her beautiful talent
is all devoted to philanthropic and chart
table work in these days except when
she turns aside to do little things for her
friends wlurh she has a graceful habit
of doing She married a veteran N N
McCullough now Past Coujiandcr of Kit
Carson Post of Washington Among her
other literary efforts of a higher order is
the Centennial Hymn of the Northwest
Territory an odd prose and poem story
of the successive changes in boundaries
made by the various enactments until
the Northwest Territory Uncle Sams
first real property camo into the Union
as States Mrs McCulIoughs sacrifices
for the boys in blue were of the high
est character and called for self denial
that few children can accomplish She
had arrived at the dignity of an occasional
cup of coffee and to add her mite to the
fund for help for the boys in camp she
drank her coffee without sugar Mrs
McCullough has given her whole time for
six months to the labors of the committee
which have fallen particularly heavy upon
ner She has been assisted by Mrs Emma
Littleficld a member of Thomas Corps
whose whole patriotic heart is bound up
in work for the veterans Mrs Mattie E
McClure Past Treasurer of the Depart
ment of Potomac the wife of a veteran
and an al around good woman Mrs An

dent who gave six brothers to the war of
the rebellion whose mother Mrs Holtz

Among the Ladies of the G A R who
were particularly active were Mrs Emma
Hawkes and Mrs Laura Lemnion Mrs
Fannie M Page Mrs Sarah TurnbuH
and Mrs Fanuie Norden
The Ladies of the Loynl Legion who
rallied around Mrs McCullough and Mrs
Mussey were only limited by the member
ship of the society
It is now a well known fact that the
woman contingent of a National Encamp
ment is its larger half There are seven
organizations of women who now hold
their National Conventions at the same
time and place with the Grand Army or
the Republic They are The Womans
Relief Corps Auxiliary to the Grand
Army of the Republic the Ladies of tlii
Grand Army of the Republic the National
Association of Army Nurses the Daugh
ters of -Veterans the Ladies Aid to the
Sous of Veterans the Ladies Aid to the
Naval Veterans and the Ladies Auxiliary
to the Ex Prisoners of War These have
delegates numbering fiom 70 up to 000
and entertainment for the delegates to
these National Conventions is always pro
vided by the National Encampment Com
mittees
The task set for Mrs Mnsseys com
mittee to do was a stupendous one In
the first place -there was no money to be
secured from the Citizens Committee
over and above the actual expenses of the
halls and incidentals which in the long run
amount to a goodly sum Mrs Mussey
called into council a number of the promi
nent women of the city who had beeu
noted for their work in various patriotic
and philanthropic directions and made
them Chairmen of her committees Then
she gave into their hands the personnel of
their own committees reserving the right
to reject any and all names submitted
This plan worked to a charm At the
head of the Committee on Womans Re
lief Corps Mrs Mussey placed Mrs Lida
A Oldroyd who is President of the De
partment of Potomac W R C and who
has served the Order in both Department

and National organizations Tilling almost
every chair Mrs Oldroyd enjoys the dis
tinction of having belonged in her old
home in Springfield III to B F Stephen
son Corps which is named after the found
er of tho Grand Army of tho Republic
who was a member of the Post to which
this Corps is auxiliary and whose wife is
a member of tho Corps In Springfield
Capt and Mrs O II Oldroyd lived in the
house which was the home of Lincoln un
til he came to Washington as President
In Washington they lived in the house op
posite Fords Theater where Lincoln died
and in this home they have gathered thou
sands of mementoes of Lincoln relics of
his campaigns and others connected with
bis death Mrs Oldroyd from girlhood
up has made the veterans of the war of
the rebellion hr especial care and mar
ried one of them Capt O H Oldroyd
Mrs Oldroyd appointed as her Vice
Chairman Mrs Annie W Johnson Past
President of the Department of Potomac
and now DepartmentCounsellor and Mrs
Katherinc M Phillips was appointed Sec
retary Mrs Mattie E McClure Past
Department Treasurer being an excellent
person to handle large sums of money was
appointed Treasurer The committee was
completed by placing upon it the names
of 150 of the best workers in the Depart
ment of Potomac W R C The task
these devoted women had before them
was that -of raising about SI 000 with
which to entertain the delegates and otli
cers of the 20th Annual Convention of the
Womans Relief Corps They have raised
tho amount with a littlo to spare In
common with the other organizations of
Patriotic women they gave lawn fetes
and entertainments of various kinds and
each member of the committee contributed
largely to the fund herself
Upon the Committee on Ladies of the
Grand Army of the Republic Mrs Emma
Allync Hawkes was made Chairman Mrs
Hawkes who is President of U S Grant
Circle of this city and ardently devoted
to work for the veterans und their de
pendent families enjoys the added distinc
tion of being the wife of Col Benjamin
I llawUes who was ono of the original
members of the Grand Army of the Re
public and was obligated before Maj
Stephenson had organized a Post Mrs
Hawkes appointed as Vice Chairman of
her committee Mrs Laura Lemmon and
made Mrs Dell Wright her Secretary
Her committee is comprised of 20 mem
bers of the Order and their committee
work lias been well performed
Mrs Charlotte E Main who has long
been prominent in the National Society
of the Daughters of the American Revo
lution accepted the Chairmanship of the
Committee on the National Association of
Army Nurses and appointed Mrs Hen
rietta N Rose Vice Chairman Mrs Rose
is a member of the Legion of Loyal Wo
men and an energetic and loyal worker

Pro- ent of the Daughters of Veterans
was iirpointcd Chairman of the Committee
on that organization and Miss Helen
Doylo was appointed Vice Chairman
The Chairman of the Committee on
Badges is Miss Helen Matthews Paet
President of the Legion of Loynl Women
and for years one of the most vigorous
vorkers for the veterans in Washington
The Vice Chairman of the committee was
Mrn F B Wilson
One of the very important committees
is that on Courtesies of which Mis
Cornelia Ulay was made Chairman Mrs
Wm Spencer was appointed Vice Chair
man and Miss Mary B Lewis Secretary
Miss Clay has been most earnest in her
work for the younger generation of sol
diers and has just been elected National
Treasurer of the Auxiliary of the Spanish
War Veterans Mrs Spencer wears a
handsome gold medal just presented to
her for her splendid services during the
Spanish American war in the hospitals
in and around Washington
Mrs Mary V Goundie Chairman of the
Committee on Flowers is Conductor of
Lincoln Relief Corps and one of the most
untiring workers in the Order Associated
with her is Mrs Helen Engle Vico Chair
man who bears the same relation to the
Legion of Loyal Women they make a
team that cant be beaten
The Committeo on Halls of which Mrs
M E S Davis is Chairman and Mrs J
D Croissant Vice Chairman had one of
tho most perplexing nieces of work to per
form in the selection of halls for the var
ious organizations but managed to ac-
compiinii thin without trouble
The Committee on Decorations was Tery
fortunate in securing Mrs Ada Weiss for
its Chairman Mrs Weiss is the Presi
dent of tho Ladies of the Loyal Legion
and is noted for her executive ability -She
has had plenty of chanco to display this
in preparing her decorations for tho vac-

a member of the Womans Belief Corps
and of the Ladies of the Grand Army of
the Kepublic and has been prominently
connected with the patriotic work of the
two Orders She enjoys the distinction of
introducing the patriotic work of the Wo
mans Belief Corps in the District of Co
lumbia and of preparing the first pro
gram for the first observance of Flag Day
in the District of Columbia As news

McCarthy enjoy u wide reputation Mrs
Ball has been for several years a member
of the Congressional Press Galleries and
enjoys the distinction of being the only
woman so honored
