It ti'iil nc fmlMitfw "Cook, New York: I have read your cablegram to hand relating to soundings. Fncts nre these: The bid guaranteeing to manufacture and lay the cable from Honolulu to Mnnila, touching nt Midway and Guam, by June next provided we can furnish tlie necessary sound ings, expires on the 21st inst., namely, on Monday next. Our desire has been to complete the cable as early ns possible. We sup posed the work could not be car ried out before the end of next year, but ns the contractors are able to handle the shipment of cable quicker than wc expected, it is possible to complete it by next June. "It is inexplicable to us why rthese soundings nre withheld when the Government and the whole country arc crying out for a cable. The soundings taken by the Alba tross in 1891, by net of Congress, to determine the practicability of laying a cable between California mid Honolulu were freely distrib uted by the Navy Department. They were given out to any one who applied for them, and I cer tainly expected this slight assis tance from the Government after I personally explained our plans to the President last October. "We shall, of course, go on with the manufacture of the cable, but I can get 110 guarantee, iroin the con tractors as to the time of its com pletion unless the Nero's sound ings arc forthcoming, as it will be absolutely necessary to scud n ship to ascertain n practicable route for the cable before it can be laid, and it certainly must be of importance to the Government to have com munication established as early as possible. It certainly is to the Commercial Pacific Company. John W. Mackay." Cook, when asked today as to whether Mackay's death would de lay the completion of the Pacific cable, said work would go on with out interruption, and the cable would be in operation by July 1, 1903, unless the Government soundings were withheld. The House of ,z Commons tonight entered on a scries of Irish debates. When the estimates for Ireland came up for discussion, John Redmond, chair man of the Irish Parliamentary party, moved the reduction of the salajy of the Chief Secretary, George Wyndham. Redmond maintained that Wyndham had done nothing for the country and that the Irish problem was more dangerous to the empire today than it had been for a quarter of a cen tury. Wyndhnm, in refuting this asser tion, declared thnt he could nt present offer no constructive policy, nud maintained that there could be no cessation of agrarian strife, no revival of industry and no stanch ing of the flow of emigration, and that the iden of home rule was im possible even to those who cher ished it, unless nud until the deso lating processes of social proscrip tion and the miasma of fear which penetrated nnd paralyzed every nerve of the nntionnl lite were re pudiated by the good sense of the people and repressed by the power of the Government. Wyndham's accusation that T. W. Russell, Liberal-Unionist member for South Tyrone, palliated disorder during the De I'reyne evictions brought out a heated denial from Russell and lengthy exchanges between himself and Wyndham. Russell declared that only a man who had sold himself body and soul to theism: landlords and evictors would dare make such mi accusation. Dealing with the formation of the Irish land trust, Russell said it would provoke a war the end of which no man could foresee. There was another severe earthquake here at 1:10 o'clock this morning. It was of long duration nnd was ac companied by n repetition of the phenomena of Thursday last. The shock caused intense excitement among the inhabitants, who fled in their night clothes into the streets and remained out of doors until daybreak. Partially demolished buildings are being pulled down today for public safety. There was a thunderstorm last night. Today the weather is very squally and the sea is receding. Some people anticipate a tidal wave.
