People of Honolulu May Agree on
Ualldlntr Site.
Honolulu, Dec. 16. The prop
erty of the Bishop Estate, opposite
the Young building is now prac
tically the only site before the com
mittee on federal sites and buildings.
All the owners and representatives
of other tentative sites have with
drawn their proposals. Commis
sioner Eustis having stated that the
present postofficc site will not be
recommended by him. The diffi
culty brought forward that the
Government will not favor a site
which has to be purchased is offset
by the proposal of the .Bishop
Estate to accept Government land
in exchange for their own without
any actual payment of cash.
A petition, representing a general
desire for uniformity of action was
circulated yesterday, R. W. Shingle
of Waterhouse and Company hav
ing taken the matter in hand. The
abstract representing one of. the
original grants, with mortgages
and releases and a statement of the
two present short time leases of a
small portion of the land attached
will be presented to ' chairman
Lorrin Thurston of the Governor's
committee this evening or early
tommorrow morning. United States
District Attorney Breckous has
given an opinion affirming the
validity of the title.
Colonel Soper, W. E. Nichols
and F. A. Schaefer who were the
principal agitators in favor 'of the
postoffice site have been approached
and are ready to sign the petition
as soon as they are directly assured
of Commissioner Eustis' determina
tion to reject the present site.
George R. Carter, who has all
along been more iu favor of unani
mity than of any particular site,
retires from the esplanade idea. . C.
M. Cooke, formerly in favor of the
Irwin property, joins in the general
vote. W. M. Giffard has stated
that it is very doubtful in his opin
ion whether W. G. Irwin would be
willing to sell the property near the
Opera House. W. W. Hall, a
former advocate of the Gore site,
states his reasons for change of
mind and Peacock and Company.

ENULAND MAKES A GAIN.
Secures Important Concession From
Portugal.
London, Dec. 6. Great Britain
has taken another long stride in
Africa. At a moment when all
eyes were watching Delagoa T)ay,
in expectation of Anglo-Portuguese
negotiations, an exceedingly smart
coup has been accomplished far
away to the northwest. Portugal
has granted a British subject a rail
way concession which one of the
London weeklies calls "the most
important advantage of this nature
gained by Eugland in Africa since
Disraeli acquired the Suez canal
shares."
This at first sounds extravagant,
but the line from Lobito to' the
eastern frontier of Angola will
bring Atlantic traffic within easy
distance of the Cape-to-Cairo line.
Lobito is relatively as important to
the west coast as Lorenzo Marquez
is to the east and southeast. The
bay at Lobito is very fine not
large, but deep and easily fortified.
Once the new road is built, all the
trade of this fabulously rich Angola
territory will be tapped by the
British or for their benefit.
By the conditions of the conces
sion, the central offices of the com
pany must be dt Lisbon, and the
managers will be subject to Portu
guese law. But the company will
be financed in London. British
control of the enterprise is thus
purchased at a nominal figure.
"In this latest African adven
ture," says the speaker, "we have
clearly beaten Germany, whose
aspirations in that part of Africa
are notorious. It is difficult to see
how the German colonial party will
offset the loss. Germany is check
mated in West Africa, as the Bel
gians will do nothing for her; that
is, if France and Russia are to be
heard at Brussels."

An unusual shipment was made
recently from this port to London
in the form of a very large live
tortoise weighing more than 600
pounds, says the Boston Transcript.
Experts who have seen this tortoise
state that it has lived about 400
years, and its splendid condition
upon arriving iu Boston gives every
indication that it will continue to
live for a great many years yet.
This monstrous species of tcstudi
nata measures sixty-four inches
across the curvature of the back,
and when its legs arc outstretched
and its neck extended the head
reaches several feet from the
ground Walter Rothschild of Lon
don is engaged in collecting rare
specimens of tortoises, and this is
one among a hundred that have
been sent to him by F. B. Webster
of Hyde Park. They are added to
his private museum at Tring, but
he has given some specimens to
public zoological exhibits through

Great care is required in preserving
the life of the tortoise, and this one
that has just passed through Boston
trayelcd iu an open crate. Transit
to Boston was made in the express
car of a fast passenger train, the
temperature of which was kept
above 60 degrees Fahrenheit. The
tortoise family is fast becoming ex
tinct. This latest specimen was
taken 700 miles off the coast of
Ecuador, )n Albemarle island,
which is a part of the Galapagos
group. They resort to the high
mountains of warm regions, and
frequently expeditions are sent
from San Francisco to these places
to get them. A large tortoise gives
its captors a great deal of trouble
on the necessarily slow journey
from the top of the mountains to
the seacoast. Natives are employed
in the work of hauling the reptiles
from their wild abodes to places
where they are loaded safely on the
vessels.
The big tortoise has a traveling
companion to London in a little
one weighing only seventeen
ounces. Twelve years is said to be
its age, and for the last five years it
has shown no growth whatever. In
their wild life they subsist upon the
cactus principally, but when in
captivity in the colder climates they
are fed on cabbages. A foreign
express concern with a Boston
office looks after the shipment of
the different specimens sent by Mr.
Webster to the other side of the
ocean, and special arrangements
are made with the stewards of the
big steamers for the provision of
roper food and care of them.
