Spoil Sport.
The race meeting at IIoolulu
Park last Friday was one of the
best in some respects yet given in
Hilo. There was a dash and spirit
that too often gives place to vexa
tious delays that would even pro
voke n lawyer bent on clogging the
wheels of justice. On New Year's
day nothing stopped the fun. Not
even the absence of a crowd in the
grand stand gave any one the blues.
The frequent showers made the
time n little under the record, but
the horses got off during squalls
just as snappy as they did in the
sunshine. A. G. Kullbcrg offi
ciated as starter, and the matter-of-fact
and decisive style of his work
had something to do with the satis
factory character of the day's sport.
When a jockey who was left at the
post essayed to raise a protest,
when the bunch were half way to
the first quarter post, the starter
merely said, "Blankety blank it,
what are you standing there for;
did I not tell you to 'go?' "
The first race was the three
eighths dash for h purse of $100,
with Rejected, Defender and Frank
S. in the line-up. The betting
showed Frank S. the favorite and
he justified the confidence placed
in him by winning the race in 38 4.
The funniest race ever run at
Hoolulu Park was the mule half
mile dash. P. E. Dorland of Olaa
brought down Flying Cloud and R.
J. Lvtnan entered Frank S. and J.
B. The race was a slow one, J. B.
winning in i:i6.
The pne mile free for all, purse
$125 and Hilo Mercantile cup, was
won by Dixie Land in 152J5.
Merrils Fore was a game contestant
until in the last quarter when Dixie
showed his heels and threw volleys
of mud in his rivals' eyes. Time
Center failed to get away at the
start.'
The pony race was a pretty thing
and was won by Allan Wall's
"Sure Kela" wij.li Master Rbeling
in the saddle. Ebcling lost a stir
rup and his saddle turned half
round, but he stuck to his pony's
withers 'like a clam and rode in
winner in easy fashion. Keaau
Kid, another of Pete Dorland's
string, took second money.
Skiuney Bones, a Jap pony came
Sin third.
In the half mile handicap, an ac
cident put Defender out of the
game before the first post was
reached. He slipped and threw
his jockey and cantered around in
the rear of his two contestants
Philip and Rejected. Rejected won
the race in 54. Philip weighed
iu at ninety pounds, but even then
fell short of victory.
The most exciting race of the
day was the three mile relay race.
Mahi Jr. of Hilo, Joe Flores of
Shipman's ranch, and Fitzsimmons
did the riding. Flores won on the
strength and speed of his horse in
the last halt.
The ball game, which was played
in the center field during the races,
was won by the Hilo team in a score
of to .
The Hilo band furnished good
music at the races.
Troops for I'anuma.
Washington, Dec. 30. President
Roosevelt has designated Secretary
Root to negotiate with General
Reyes, owing to the illness of Sec
retary Hay. There is a possibility
that troops will be sent to Panama
if the United States undertakes the
construction of the canal, to pre
vent guerrilla operations against it.
Preparations for dispatching a force
are now being made at San Fran
cisco. Paris, Dec. 30. Repiesentatives
of Colombia were excluded from
the meeting of the Panama Canal
company'for the reason that the
I Colombian bonds are subject to
'litigation.
I Chicago, Jan 2. Nineteen thea
ters in this city have been ordered
closed because of inadequate fire
precautions.
Washington, Jan. 1. The Presi
dent's New Year reception was at
tended by the House and Senate,
the Diplomatic Corps, Army and
Navy officers and leading Depart

The first quarterly meeting
the year of the Hilo Agricultural
Society was held last Saturday af
ternoon in the office of the Presi
dent, Chas. Furneatix. The fea
ture of the meeting was a pa
per by L. A. Andrews on "Na
tive Bananas in Hawaii." The
paper was interesting both from a
practical and scientific standpoint
and showed a thorough knowledge
of the subject. The paper will ap
pear in the bulletins of the Hawaii
Experiment Station published at
Honolulu and will be of exception
al interest to banana men. At the
close of the meeting Mr. Andrews
was given a hearty vote of thanks.
The following new members were
added to the roll of the society: P.
Peck, Captain Eldarts, R. A. Ly
man, Wm. Ragsdale, Bert Loebcn
stien, Henry Lyman, N. K. Lyman
and Aug. Itcn. Tluse new mem
bers are variously interested in the
cultivation of bananas, cane, coffee
and pineapples.
A. Louisson was to have read a
paper on Coffee Culture but could
not be present. President Fur
neatix occupied Louisson's time
with a brief resume of the work ac
complished by the society since it
was organized. The society has
been in existence a little more than
two years and, according 'to its
President, shows a fine record of
accomplished results in all that it
has undertaken to promote. The
President prophecied that the fu
ture would be even more beyod an
ticipation than the present is over
the past. He discussed generaly
what had been done for cane, coffee,
banana culture and for pineapples,
and cited the progress made iu each
line. He acknowleged the gift
from Jared G. Smith of a complete
set of pamphlets, issued by the
Agricultural Experiment Station
and from Dr. John Hayes of Hilo,
of several volumes of the Year Book
of the Agricultural Department.
Mr. Fumeaux also stated that lie
had been assured by the Matson
Navigation Co. that the Rosecrans
would run regularly to Hilo lor
bananas as soon as the offerings
warranted.
The following committee was ap
pointed to gather information rela
tive to the area planted to pine
apples in Hilo and adjacent dis
tricts: Geo. W. Paty, Jim Morris
and Ben Koons.
The next regular meeting of the
society will be keld iu April.
A special meeting to consider the
question of pineapples was called
for Saturday, January 16, at 1:30
p. m. At this meeting F. S.
Lyman and others interested in
pineapples, have been asked to pre
sent papers dealing with different
phases of the subject.

Tokio, Dec. 29. An emergency
order has been issued which invests
the Japanese government with prac
tically unlimited credit to advance
military defense in case of emer
gency. Moscow, Russia, December 29.
Twelve batteries of Russian field
artillery have been selected for ser
vice iu the Far East.
Paris, Dec. 29. It is asserted on
good authority that the French
government docs not anticipate
war between Russia and Japan.
Moscow, Dec, 29. The Russian
Government is considering M.
Witte's plan to make the sale of tea
and sugar a government monopoly.
New York, Jan. 2. Stringent
new fire regulations have been
adopted here.
Milwaukee, January 2. Captain
Pabst, head of the well-known
brewing house, is dead.
Des Moines, la., Jan. 5. A fire
in the State capitol gutted the
House of Representatives. Gover
nor Cummins personally fought the)
flames. The damage
done will 1
reach $500,000.
Chicago, Jan. 5. All public
halls, numbering 5,000, have been
closed in this city until the safety
of occupants from fire is reasonably
guaranteed. The order has left
several thousand people idle.

Supervisors of East Hawaii appeared
by appointment last Saturday after
noon before Judge Little nt Cham
bers for approval of their bonds and
to take the oath of office. The
bonds were presented by County
Attorney elect John U. Smith, and
were all made with the Fidelity
Trust and Security Co. as secur
ity. After examination Judge Lit
tle approved all the bonds with one
reservation, towit: that a certificate
of the right of the bonding com
pany to do business in the Territory
of Hawaii be secured from the Sec
retary of the Territory and filed
with the Clerk of the Fourth Cir
cuit Court.
The oath was 'then administered
in the following form:
"I solemnly swear, in the pres
ence of Almighty God, that I will
faithfully support the Constitution
and laws of the United States, and
the laws of the Territory of Ha
waii, and conscientiously and im-'
partially discharge my duties as an
officer of the County of East Ha
waii, Territory of Hawaii, so help
me, God."
Afteradministering thcoath Judge
Little made a short talk felicitating
the members of the Board upon
their assuming the important and
dignified responsibilities wrought by
the change from old conditions to
new ones. He reminded them of
the numerous important duties that
they would have to meet in their
official capacity, among which he
touched on the legislative powers of
a Board of Supervisors under the
Territorial law and under the title
of police powers of state. He
stated that government consists of a
system of rules and regulations
called laws, emanating from a
source having a right to proclaim
and declare. The right to proclaim
and declare implies the right to en
force obedience Therefore you
must be careful to proclaim and de-!
clare nothing which may not be
enforced under the Constitution and
laws of the United States. It is
also true that God has never created
a set of men who could form a gov
ernment that would run itself. It
requires the earnest and most pains
taking effort of patriotic and capa
ble men to guide a'ight the ship of
state.

L. A. Andrews' Proposition Accepted
for This .Month.
At the session of the Board of
Supervisors Tuesday afternoon Ma
kekau presented a proposition from
L. A. Andrews to continue the pres
ent garbage system. The arrange
ment is a temporary one, and may
be terminated with reasonable no
tice from either side. Without de
bate the proposition was accepted by
the board for the month of January.
The communication from Mr. An
drews was as follows:
To the Honorable Board of Super
visors for the County of East
Hawaii:
Gentlemen I hereby offer to con
tinue the garbage service for the
town of Hilo after the 1st of Janu
ary, 1904, as it has been done here
tofore, on collection from subscri
bers who have the benefit of the
service. If the government will
furnish me with my pick of twelve
of the prisoners and allow me the
use of the present gurbage system
stables, with the proviso that if I
cannot collect $350 per month net
above the expenses of the collecting
the county will make up the deficit
to that amount, and for this amount
I will meet all expenses for lttuas
of prisoners, feed, shoeing horses, I
repairing wagons, and renting the
wagons, horses, mules, garbage!
grounds, water at grounds, etc. I

which may be terminated by either 1
