Among the rales ami regulations ndoptctl by the Commissioners of Education nt Honolulu on June 19, 1905, are the following: 1. All the children between the ages of six and fifteen, both inclu sive, shall attend regularly either a public or private school, provided, however, that compulsory attend ance be not required under the following conditions: (a) Where the distance to the nearest school is more than four miles. (b) When the child is, accord ing to phjsiciau's certificate, physi cally or mentally unable to attend school. (c) When the child is under the tutelage of a competent person. (d) When the child, not under age of thirteen, shall have passed the required examination of both the primary and grammar grades such examinations to be fixed by the Department. 2. No child shall be considered as complying with the law as to attendance at school who shall attend any school not established and conducted according to law. 3. Any child who shall per sistently absent himself from school without lawful reasons shall be dealt with according to law. Sec Sec. 33 Revised Laws. 4. Knch child shall be required to attend school in his own district unless it shall appear desirable to the Department to allow him to attend in some other district, in which case the Department or school agent may grant permission. 5a No child within the school age shall be granted a release from the school he is attending for the purpose of going to another school without first presenting the vritten approval of his parents or guardians, which approval shall set forth good and sufficient reasons for such re lease. 6. Any teacher who shall violate the preceding section shall be dealt with according to law. PROMOTIONS AND SALARIES. Satisfactory services only will entitle a teacher to a rise of salary. Teachers obtaining Normal Cer tificates will be allowed for one year's experience. Half the time taught in the United States or Canada will be allowed. A teacher promoted to a higher position will begin at the lowest salary of that position, and if for one year his services have been satisfactory, all previous experience may be allowed. Competent teachers in undesir able locations, or where living is unusually expensive, may be paid above the schedule. Schools shall be classffied as Kle mentary Schools and High and Normal Training Schools. The salaries of teachers in the Klemeutary Schools shall be regu lated according to the following schedule based on certificate held and the length of satisfactory ser vice: Elementary 1st 2nd 3d Schools. Substitute teachers Miall be paid at the rate of 2. per day for less than five days of continued service, nnd nt two-thirds of the salary of the position for a period not to ex ceed three mouths of school year. TKANSI'IM OK TKACIIJ5RS. A teacher may be dismissed from the employ of the Department for cause after a fair hearing of the case. The following may be con sidered as sufficient causes: (a) Immoral conduct. (I)) Insubordination. (c) Inefficiency. (d) Conviction under the Pen al Code. (e) Incurnble disease. No teacher shall be dismissed for inefficiency in s'chool work until he has been formerly notified in writ ing of the charges and has been given a sufficient time to make an swer to the same. A teacher may be transferred from one school to nuothcr when it shall seem that the efficiency of the Department will be promoted there by. Salaries may be withcld until re ports, health certificates and term plans are in the hands of the De partment. A teacher may be reduced in sal ary for failure to carry out the pro visions of the course of study or vio lation of the rules and regulations of the department.
