Co., Transporting Prisoners 15.25 As to this last item your Com mittee has made a reduction as it is quite evident an error has been made, the usual charge for deck passage to Honolulu from Mahu kona being but $3.00. Your Committee further finds several small purchases by County officers where the notary fee is nearly as large as .the purchase, and your Committee is constrained to say that it does not reflect favor bly upon such officers, as under better management it could be avoided, and further that it has in several instances deducted the notary fee, in accordance with the published notice. Your Committe recommends that all the demands presented for Coroner's Jury fees be returned to the Deputy Sheriffs certifying to the same for correction. Seven of said demands, from Hamakua, arc not sworn to, which should have been sworn to before the Coroner without fee. Twelve of said de mands, from Kau, are sworn to before a notary public and the notary fee in each case added to the demand. It is the duty of the Coroner to swear the jurors before entering upon their duties at the inquest and swear them to all papers connected with the case which are necessary to be sworn to, which includes demands for pay ment of their services. This should be done without fee, and your Committee recommends that the County Clerk be directed to notify the Sheriff to instruct the different Deputies accordingly. Charles Williams, P. O. Your Committee has had uuder consideration the communications of the Sheriff and County Attorney concerning the approaching terms of court and the information sub mitted by the Inter-Island Steam Navigation Co. requiring freight and passenger charges to be paid in advance. It is the opinion of your Committee that if the Steam ship Company cannot comply with the County Ordinances, other means of transportation thiottghout the County can be resorted to and prisoners and witnesses can be transported overland. The County pays its bills within thirty days and is presumed to be in a solvent condition financially. Therefore, no difficulty is appre hended concerning the menus of transportation. Your Committee recommends that the Sheriff and the County Attorney be given a hearing by the Hoard to submit a statement as to the number of prisoners and num ber of witnesses to be transported where from and where to.
