WHAT A WASHINGTON MANSAW'AT THE AUGUSTA EXPOSITION. Tho Stitro ami Stripes Kvcrywlioro 1)1b pliiyod by the Loyal nnil KntorprlflliiB CltlzouH A Gront Clianco to Study Southern Characteristics. "I havo just returned," ho remarked by way of introduction, "from tho land over which cotton still wields tho sceptre From a town where cotton bales can bo countod by tho thousands, a town In which tho predomi nating vehicle is a long, low, two-whcol dray, drawn iuvarlably by a mulo, and driven, of course, by tho ever-prosont darky. I havo rofereuco to that bustling and thriving llttlo ' town of Augusta, Ga. "Three years ago tno good people thero determined that an exposition should behold by them, and in November of that year ono was held. Last month they hold a Bccond ono. Tho first ono was a groat success, not only as a means of advertising Southern energy and resources, but also as a means of affording valuable information and healthy amusement to Its visitors, ltwus, however,' not a financial success. The second one, which closed tho 28th of last month, was a great advance over the first one, and moreover it was a financial success a result of very raro occurrence in tho history of such Institutions. Thero were exhibitors from twenty-four of tho States, and thoy were all of n very high class. . "To a visitor from tho North, as I, was Augusta and its exposition afforded much to interest and amuse. It was, perhaps, tho very best opportunity one could possibly havo bad for studying Southern character and customs. Crossing the Savannah River from South Carolina to Georgia, ono is at once struck by tho great difference in people separated only by a stream less than half a mile wide. Leaving 'Cor'liua,' as tho 'Palmetto State' is spoken of clown in Georgia, one leaves behind an oasy-golng and apparently indifferent people. Reaching Augusta ono finds an energetic .and enterprising people, full of go, and determined to keep well up with tho progress ot the rest of tho country. Augusta is a great cotton market, and almost every other resident is either counected with tho buyers and sellers of it or connected with ono of the many mills there. "During its exposition, Augusta wa6 dressed in holiday attire, and everywhere throughout tho town the glorious Stars and Stripes were profusely displayed. Indeed, tho national colors were made use of in every possible manner for decorative purposes, and on tho exposition grounds they lloated from every ilacstaff. One day, Confederate Veterans' day, tho militia and tho veterans engaced In a sham battle. The first battle of Bull Run was intended to bo portrayed, for tho reason, as explained by a grizzled old veteran., 'that, it was ono of tho times when we got tnobest of tho Yanks !' Tho battle was fought, and when tho victorious army, over which) floated the 'Star Spangled Banner,' marched from. tho Hold, it and its standard were groated with that enthusiasm which Is found only in tho South. "The exposition, of course, attracted thou sands of visitors from tho rural districts of Georgia and the adjoining States. Those visitors represented all conditions, and were almost equally divided between tho whites and blacks. Most of them came' by rail, many drove to town in ox, carts, while not a few camo in behind tho meek and patient mule. Those who drove to town represented tho poorer classes of whites and negroes, and Invariably tho whole family, from Its head to tlio babo In arms, occupied places in tho vehicle. And what a good time they had. Candy was purchased in unlimited quantities for the children, and every one of the Innu merable sideshows visited. Then when even ing came back to town they would return and take tho team for home, full of tho wonders they had seen. It could bo seen that hero and thero was a visitor who had never ridden on the railroad before, and often thoy would surreuder their return tickets at tho exposi tion gates, never dreamlnc that thoy would need them rigain until so reminded by the gatemen. Simplicity, good nature, and a determined purpose to see everything com posed their make-up. Everybody know al most everybody else, aud i'f thoy didn't, no ono hesitated to Introduce his life history on that account. "The man who said tho negroes were tho happiest people on tho globe Bhould havev been at the Augusta exposition. 'Ho would havo then been moro convinced of tho truth of his remark thau ever beforo. Ono day during the exposition was especially desig nated by tho management as colored people's day, and on that day a grand paradu of tho local and vl6ltlng colored firemen (volunteers) took plaos In the morning, and in tho after noon at the exposition grounds, after much speech-making, races between tho hoso and hook-and-Jaddcr companies were run amid tho wildest enthusiasm. Thero wore about 15,000 or 20,000 .negroes in attendance, and yet there was no disorder, however slight, during tho day. Every ono of them seemed to realize that, as it was a day especially set apart for their race, each ono of them should seo that ho and his friends preserved a per fect behavior. And every ono did." A TTnblo for Diplomats. Detroit News. ""Well," said tho Good Damo, "1 havo just been reading aboutthis Chilian Business. I hope aud trust that this country don't Do anything Rash to Fetch on a War." "To what Rashness do you Allude ?" asked Her Goodmau. "Why, you know that Undo Sam is quick tempered and might Haul off and apologlzo to Chill and then tho Chilians would get Hot iu tho collar and Forglvo us for Killing our sailors. I have hoard of Foreigners declaring their Intentions and that means to declare AVar."
