pany's steamer Gaelic arrived at

kong via Yokohama. The China
dales arc-to October 1st and those
of Japan to October 12th:
CHINA.
The most sci ions fire that lias oc
curred in Hongkong lor n number
of ycais past took place on the even
ing of the 28th tilt, when some
twenty houses, half of which were
two-story buildings' were reduced
to ruins.
It is rumored in Hongkong that
there is a chance of the Prince and
Princess of "Wales visiting that place
at the conclusion of their projected
visit to the Australian colonies. The
Chinese have expressed their eager
ness to give the royal visitors a royal
welcome should they come.
The commissioners who arc to re
present Cliina on the Tonquin Deli
mitation Commission have passed
thiough Hongkong on their way to
Canton. The Commission will bo
accompauicd by three members ot
the Chinese Customs.
The disbanding of the Chinese
troops has led to disturbances and
outrages being committed in the
southern part of China. Many of
the men have been paid off, without
being afforded means to return to
their homes in the northern pro
vinces of China.
China will soon bo in telegraphic
communication with Corca. At pre
sent a cable is being laid down in
the Yaln River, connecting the two
countries.
Thcie is gicat sickness in the
French fleet now at the station. Nine
vessels arc at Chcfoo.
The recent riot in Hongkong,
which lasted several days and re
sulted in several deaths, arose from
the fact that in a procession one
clan exhibited a dragon while the
other had none.
J.Vl'AN.
Only persons of high rank have
hitherto been permitted to pe pro
sent during the debates in the Gen-ro-In,
but it is now said that tickets
of admission will in future bo given
to editors of newspapers.
Two hundred and fifty oiliccrs
whose services are now required at
various garrisons will be appointed
from the ranks.
It is stated that the study of
English so generally prevails in the
provinces that the services of Eng
lish and American lesidents in Tokio
aic greatly wanted, and that the
number of those available is short of
the increasing demand.
The promoters of the proposed
railway in Yamagata Piefecturc
have successfully concluded their
negotiations with the Nippon Rail
way Company.
Every description of crop has
.turned out to be remarkably good
in the portions of Kawachi thatwcio
flooded recently.
COREA.
The following is from Washing-
. ton news : A report from Ensign J.
C. Faulke, U. S. N., Charge d'Af-
faires at Seoul, Corea, states that
the American farm, in which seeds
brought from the United States have
been planted, is in a flourishing con
dition. The farm has also been
successfully stocked with blooded
animals from California.
GREAT BRITAIN.
The Archbishops of Canterbury
and York have issued an address to
the English electors. They say that
the men chosen in the coming elec
tion will be likely to govern the Em
pire for a number of years. The
Archbishops consider the church
question of the highest importance.
The address, though compulsory in
tone, avoids direct party discussion.
It is regarded as a thrust at the
Radicals.
Gladstone has written a highly
important letter on Church disestab
lishment. He taunts the Toiies with
thrusting the question forward as a
political dodge. Ho repeats that the
project belongs to the dim-distant
future and that the public mind is
not prepared for the scheme. In
conclusion he says: "The subject is
for others and not for inc to deal
with."
Gladstone, while in London Oct.
30th, had an interview with Gran
ville. A dcfiujto programme was
agreed upon and the following points
are given on good authotity as the
union of Bulgaria and Roumelia
becauso it is an oceomplishcd fact
which cannot bo undone without
many complications and possibly
war, and paitly because a large
Bulgarian Statb will mako the best
possible obstnClo or buffer against
Itussia's ambition in tho direction of
Constantinople. For the present, the
Liberals will discourage tho terri
torial ambition of Sorvia and
Greece. Greece will then be asked
to'rfduco her armament as the only
way of averting bankruptcy.
The Liberals will seek alliances
FT
with Franco and Italy with a view'
of offsetting tho tripartito allianco
of Germany, Austria and Russia,
and they will vigorously repel any
meddling by Turkey .in the affairs
of Egypt. Gladstone especially
distrusts Salisbury's intentions in
regard to tho Soudan, in view of the
sudden outcry of semi-official news
papers that it is necessary to icoc
cupy Dongola.
The above is believed to be an
accurate forecast of the Liberal's
foreign policy, to bo announced by
Gladstone next month.
Tho Mercers' Company of Paris
has subscribed 1,000 to the Irish
patiiotio fund.

WASHINGTON NOTES.
The Now York World's special
of Oct. 31st says of the President's
forthcoming message that it will take
very positive ground upon the fin
ancial question. Jordan and Man
niug'will recommend in their reports
the suspension of silver coinage.
The President will endorse their
views. Jordan will be able to show
in his report that $15,000,000 has
already been lost in an attempt to
force silver into circulation. It is
understood that the policy of the
Treasury Department will be against
any further calling in of bonds. It
is held that it is not good financier
ing to l educe a national debt which
bears an interest of only 3 per cent,
when the current rate is 0 per cent.

Secretary Manning made a deci
sion, Oct. 30th, which, it is ex
pected, will settle a long existing
difference between producers and
importers of rice. It is in effect
that the rice imported by Fowler,
Rice & Co. of New York per steam
ship Elbe on January 30th shall be
accepted as a standard of assimi
lated rice flour, dutiable at' 20 per

STATEMENT.
THE undersigned, a Committee of Di
rectors of the Lquitablc Life As
surance Society of tho United States,
appointed to formulate the views of the
Board on the advantages offered by the
Society to the public, report:
1st The Society Issues oil the approv.
cd forms of assurance, including Ordi
nary Life, E dowment and Tontine po
licies. It is immaterial to tho Directors
which form 'of policy is taken by in
tending assurers.
2d The Life and Endowment forms
of policy provide for annual cash divi.
(lends and a sui render vnlue; arc Indis
putable after three years and payable
immediately after proof of death.
8d Tho premiums on a Tontine no-
licy are the same as on the Ordinary
Life, but, while the latter is only pay.
able in the event of death, the holder of
the Tontine policy has the right to draw
tho whole of tho reserve nnu tho accu
mulated profits in cash nt the end of a
stated period; thus, during his own life
time, after his producing years ate past,
he can, without any larger premium
than on an ordinary policy, secure these
greater advantages.
4th Experience shows that tho icturn
paid in cash on maturing Tontine po
licies approximates to or exceeds the
amount of premiums paid by policy
holders, so that tho avtrngo cost of the
assurance will bo only nbout tho interest
on the premiums.
0th Tontine policies, like others, are
paid In full in the event of death nt any
timo during tho term of the policy, and
nro incontestable after three years, and
payablo immediately after duo proof of
death.
0th Experience shows that tho mor
tality is lower among Tontino policy,
holders, as tho better lives seek this
kind of assurances, which is a consider
ablo source of profit.
7th Tontino policies will be mode
non-forfeltablo under tho Jaws of thu
State, if so desired ot lliu time tho as
suranco is effected.
8th Tho Tontino system is fair and
just; its accounts aro nccurntely kept,
beparato from all other business tho
funds judiciously invented and improv.
ed, and tho accumulated profits faith,
fully guarded und properly nppoitioncd.
0th The Society has since its organl,
ration transacted a larger amount of
new business thun any oilier company,
while its now business for tho first half
of the prmnt year is $1,750,000 larger
than that of tho first half of 1884. It
hasA6setsof $00,000,000; over $14 000,
000 of Suiplus, and lis ratio of Surplus
to Liability is greater than thnt of any
other company.
