'" THE AUSTRALASIAN MAIL
SERVICE.
THE MAIL SKKVICK WITH
Cisco not vi:t oct or
SAN FKAN
DANOr.H. Writing on the new Sun Fiaueisco
mil sen ice, the Wellington rone-
spondent of the Otago "Daily Tunes
received by the Zoalnndlu to-day
says: "From what 1 hear, the new
Sa'n Francisco mail sei vice is not yet
out of danger. The ownois of the
Austinliu and Zealandia au deter
mined on a hard light for the New
Smith Wale unit of the heivico. An
agitation is heiug steadily eanied on
in New .South Wales against the nexv
conttaet with Us breaks at Honolulu
(only temporarily in abeyance), and
an effort will be made to induce the
Sydney Parliament to icfuso to latify
the eontiaet, and to accept instead
the services of the Australia and JCou
lauditi on a diiect line between Syd
ney and San Fianeiseo. 1 hear, on
what 1 hae icason to think good
authoiity, that Mes-is. (lilchii.-t t
Co., the agents at Sydney for the late
contiactois, aie piepared to submit
to the new South Wales (ioveinment
a proposal for a new direct San Finn
cisco sei vice with the Zoalandia and
the Australia on tcims eiy fnoinhle
to the colony, and that slienuoiw
dibits will be' used to insure its ac
ceptance by the New South Wales
I'ailiainenl. It is believed heie, how
ever, that the mix milages of the
Union Company's seix ice aie so pal
n.il.lii Hint it will in the end be
adopted. Should this not be the cn-c,
the loss of the Sydney subsidy and
Sydney passengeis and cargo would
have a material Hl'eet upon the situa
tion, and would involxe a rc-anange-inent,
gieatly increasing the cost to
this colony. 1 beliexe, however, that
the Nexv "Zealand Postal authoiitics
mo sanguine of a satisfactory agicei
incut being ultimately airixed at. 1
.hink the ex-contiactois haxe not a
leg to stand upon as icgaids their
Hiiini to cany one more mail before
the old contract teiminatcd."
A communication in the "Sydney
lhmild" under date of the 2:id of
December says: Tlieie ate now txvo
lines of steameis leaving Sydney foi
San Francisco, the one on the ii'.lth
inst., the othei on the Itlst. The i'ust
mav be called the N. S. W. Diiect
Iiin'e, in 22 days; the other, xvhich
xvas dubbed by it Melbourne contem
porary the ' Vogel-euni-SpieckeK
Lino,' bul call it for distinction's sake
the Honolulu .lunction Line, via
Auckland and Honolulu, in 2." days.
Neither of these is under eontiaet.
The Honolulu .lunction Line calls
itself so, but it is not so.
The service to xvhich the late Po-d-iiwitor-licnural
gaxe his consent is
bound to employ four steameis txvo
between San Francisco and Honolulu,
and txvo between Honolulu, Auck
land and Sydney. But the service is
now being performed by thiee
steamers in place of four, and they
urn thiough from Sydney, via Auck
land and Honolulu, to San lwanciscn
without tianshipinent. The eontiaet,
theiefoie, to xvhich the late Pot-inaster-Oeneral
gave his piovisioiml
consent has not been entcicd on et
al., and the steameis mhortised as
"Koyal mail steameis" aie not so
and" have no light to any privilege
or payment if the eontiaet beadheied
to. Yet it is said that the Austi.ilia
xx as excluded from the Fits-roy Dock
on the teimination of her last voyage
under the contract, and befoie the
expiring of the tcnn of eontiaet, in
older to keep the dock clear for the
Honolulu .lunction steamer just be
fore she had arrived in port.
It may be said that the deviation
from the Honolulu Junction scixiee
gives us a better means of communication,-
but the diiect line gives us a
better ono still, and the deviation was
ceitainly not made in the intciests of
Nexv South Wales, nor, it is presum
ed, at the request of the Postmaslci
(Jeneial of Nexv South Wales, but is
avowedly a temporary mcasuie hav
ing txvo objects in view:
Fiist, to hoodwink the people of
Nexv South Wales as to the incon
venience of the junction service, in
volving transhipment of caigo and
passengers at Honolulu, until the
Nexv South Wales Pailiament latilies
the contract, and until, secondly,
with the aid of the subsidy of 110,000
per annum, the Australia and Zeal
andia are diiven oil' the line. AVhen
this is done, and Nexv South Wales
has no alternative, the Honolulu
junction xvill then come into play, as
per contract, whether Nexv South
Wales likes it or not. Undei these
circumstances, what is to be done
with the outgoing mail? Obviously
the best thing in the intciests of
Nexv South Wales is to send them by
the direct steamers.
Mr. Norton has taught the P. M.
K. S. Company the lesson that the
I'ostinastei-Oenetal of Now South
Wales may put the mails on their
steamer and pay a meio tiillo for
thmn a poxver xvhich it seems the
United States Postmaster- (Jeneial
possessed; but on the representation
of the It. M. S. S. Company, at the
instance of Nexv South Wales, the
United States Congiess, in June,
1881, repealed the laxv, xvhich con
fened that poxvor on the Postmaster
Cioneral of the United States, and so
enabled him to contribute in aid of
any nexv contract the Austialian
colonies might make a contribution
xvhich Nexv Zealand has asked and
obtained, and xvhich New South
Wales might have for the asking.
The I'ostinaster-Cienoial of Noxv
South Wales may not put this mails
pn board tho Honolulu Junction
stenmnr, unlciw ho becomes a party
to thu clever move ol thoio ngtuto
allies, and pays tho bubaidy for a con
tract he has not agreed to, lest Nexv
South Wales he again humiliated)
as in December, 1881, xvhen the
Postmaster-tieneial of Nexv Zealand
thieatcned to take the Nexv South
Wales iiinlls out of tho mail steamer
ns she passed Auckland. (See the
Nexv Zealand telegram of December
II. lS8l.t
The nerusal of the oapeis laid upon
the table of the House at the instance
of Mr. Bums suggests lliefiemaiks,
for they shoxv that because the P, M.
S. S. Company, in strict tcims or the
eontiaet, piesumed to negotiate with
Nexv South Wales for n icduction in
the subsidy a right which Nexv
Zealand had never asked, in fact had
distinetlv disclaimed the Postmastei
Oeneiarof New Zealand tore up the
eontiacl as fai as Nexv South Wales
xvas ccftieerned invoked a poxvci al
together outside the contiai I com
pelled New South Wales to pay him
7,000 for the mails being eanied in
the boats of the Pacilic Mail Steam
ship Company, and to hand over the
slum- of contributions fioni the other
colonies to xvhich New South Wales
xvas entitled under me coiiuaei, aim
to give notice to the other colonies
that she hail no longer uuypail in
tlit contract, xvhich notice New Zea
land folloxved up by a like notice
fiom herself to tlio"c colonics and to
London, yet New Zealand did not pay
the Pacilic Mail Steamship Company
one shilling for the sei vices so len
deied, and for xvhich Nexv South
Wales xvas compelled to pay her.
Certainly the telegrams from the
Kith of October to lilh of December,
1881, aie not pleasant leading to any
one haviuir the honor of New South
Wales at hcait, but tin- late tioxeru
ineiil was "comcicd," and could not
help themselves. They neither knew
of the existence of the local Act
xvhich confeiied such extraoidinary
poweis upon the Postniastei-dcneral
of Nexv Zealand, nor could they have
imagined such an application of it on
the pait of a colony xvith xvhom they
had alxvays been in fiiendly iclations,
anil xvith xvhom, as Mr. Noiton says,
(heie was at that moment no want of
haiiuiiuy.
The same thing may happen again
unless Nexv South ales takes an in
dependent course, or is prepared to
submit to the like application of the
Nexv Zealand Local Act xvhen any
diU'eience in the coiiMiuelion of any
point of the eontiaet may aii-o at
any time (lining the thiee yeais to
which the new contract will bind her
if approved by Parliament. S. F.

WHAT IS A DOLLAR ?
To the remark that "tho silver in
n lilaml dollar is to-day worth 8(1
cents," a silver crank editor re
sponds: "Noxx-, tell mc xvhat the
paper in a paper dollar is worth?"
There is no such thing as a paper
dollar. The editor xvill see, if he is
able to borrow one, that his so-called
paper dollar is only a paper note
xvhich promises to pay a dollar.
