"The People" is a term which has
.become very familiar of late to
readers of local newspapers. The
term in its widest application,
embraces the entire population, in
cluding both sexes, all agos, and
every nationality. In a restricted
political sense it is understood to
apply only to voters. Whether taken
in its full and proper meaning or in
itslimited application, a mere section,
class, or clique of the community is
not "the people." For instance, the
merchants are not "the people,"
nmtlmr arc the nlanters, nor the
retail traders, nor the mechanics,
nor the laborers, nor the lawyers,
doctors and parsons, nor the foreign
residents, nor tho natives, nor even
tho newspaper writers. Each of
these classes belongs to the people
and is a part of the pcoplo, but it
takes them all together, and others
besides, to make "the people." And
yet a section, class, or clique will
put itself forward with the presump
tuous assumption and the audacious
claim that it is "the people," re
minding one of tho little historical
incident of three tailors on one occa
sion ostentatiously announcing them
selves to bo "the people of Eng
land." We have read and heard
many times within tho past few
months that "tho people" want this,
"tho people" don't want that, "the
people" are behind this measure,
"the people" are opposed to that
move, and so on ; when, as a matter
of fact, "the people" in some of
these instances might have been
truthfully substituted by "a fac
tion." It is not fair to credit "the
people" with desires and wishes
jvhich "the people" have not ex
pressed, nor safe to assert that they
think thus and so without their
authority. The writer met in the
wtreet an intelligent gentleman from
one of tho other islands, two or
three days ago, ami was informed
by him that "the people" on his
island were greatly disappointed at
the Supremo Court's finding in the
veto case. Another intelligent gen
tleman, n npar neighbor to the first,
was met a few minutes latter, who,
after a little hand-slfaking, said, "the
people of our island aic pleased
with the Judges' riding on the veto
question." Each gentleman be
lieved his own inunediate surround
ings to be "the people" of the
