Have they auy one in tho ltoads Bureau that knows any thing about road-making or the grading of streets? It would seem not, from the shameful stale the streets of Honolulu arc in during wet weather. Any fool can rnako a dry weather road, or a dry mud grading; but the art of constructing streets so as to carry off tho rainfall, docs not seem to be unUcrstood in the Public Works Department. An hour's shower makes the street crossings in most places ankle-deep sloughs, and the water remains on the surface until it either evaporates or sinks through the soil. Is there nobody who could in struct the Superintendent of iPublic Works that there arc S3'stcms of sewers and gutters in civilized coun tries that could be introduced into Honolulu with advantage and render the crossings passable in all weath ers. The season is now approach ing when the miserable road-making of Honolulu and suburbs will be felt, and many an imprecation will fall on tho head of the Public Works botcher. T. E. GOVERNMENT STROKE. An illustration of the proverbial "Government stroke" can be seen any day by anyone visiting the localities where the prisoners are supposed to be engaged road making, etc. They move very slowly, and :takc. things very quietly. In fact, a considerable portion of their time they do not move at all : they sit down or stand still. The work naturally keeps pace with the workmen. The laborers employed by the Tramways Company, both in laying the railroad and in grading Halekauila and Alakea streets, pre sent a striking contrast. These men work, and keep on working, and certainly earn their pay, what ever it may be. If the Government ."wards" were compelled to make as goo1 use of their time, the coun try would have better returns and more to show, for their support. . AH ANOMALY. A rhinocerous giving lessons in rhetoric is a queer sight. A lands man teaching seaman how to steer a ship, or a sailor instructing a jockey how to ride, is not generally 'considered to comport with "the fit 1 'ness of things." When a lawyer, who has spent all.his life' either at Bchool or in a lawbfllce, undertakes to lecture about raising corn and pota toes a farmer who has had years of practical experience in such things, it is an anomaly. This morning's "Advertiser" presents this anomaly, actually and literally. Just fancy the "Advertiser" saying that the Bulletin "showed a thorough lack Of knowledge of the subject," when potatoes were under discussion, con sidering that the editor of the first named sheet was brought up to the law, and;tho editor of the other to agriculture! jl.liu'jj '. uauu-Lj; A COMPARISON. , A comparison instituted between the Tramways- Company's railroad works and most of the Government works going on in and around the town, is not calculated to inspire a favorable opinion of tho latter. The material used by the Tramways pco . pic is of a durable nature, and the tics, and rairs are laid in a durable manner. The material will last, and so will the work. ' Tho Government seems to prefer perishablo wood to anything elso, wherever it can be employed ; arid work i9 done in many instances in a slovenly, slip-shod man ner. Wood is tho favorite material for curbing, where curbing is used at all; and, worse still, wood is used for culverts, as on King street, near ih'c Chinese theatre, and Halekau '11a street. In a'few years, at most, the curbing will 'require renewing and the culverts will need similar treat- ment. Besides, these culverts are utterly Inadequate to carry off the yvater in times of heavy rain. Wait awhile, and this fact will bo demon strated in Halekauila street. A man docs not require' to bo a prophet nor tho s,on of a prophet to predict this occurrence. Anyone, who. has seen AN IMPUDENT DIRECTORY CAN VASSER. Editor Bulletin: It is seldom that I trouble papers to publish any thing, but here is a case, which I believe to be a benefit to the com-, muuity. A man, young or old, I do not remember as I was too busy at the time, calle'd at my home on Tuesday morning about 7 o'clock. I had been busy already since-4. o'clock, and was at the time ho call ed wfiting letters to the leper set tlement, for which the mail carrier was waiting. I asked the man, whose name I have now learned is Chas. C. Marsh, a canvasser for McKenucy's directory, to sit down, and as soon as I had despatched the mail carrier would attend tc his wants. After my letters were writ ten I a6ked him what he wanted. He said he was the compiler of a new directory and wished my name, my sons and my neighbors, all of which 1 gave him correct!'. Next I asked him if some lunch would be acceptable, he said it would. My wife set the table for him and gave him what we had, bread, tea, milk, fresh butter, etc., and as I had no fresh meat gave him sardines. I left him .alone to eat at pleasure which ho did. After finishing his meal he asked me if he could sit down and write a letter. I said yes, and offered him pen, paper and ink. He remained until nearly noon and then left. I have made a circuit of the whole islands and have never met with a white man and received such un kindncss. I shall enter your name and the names of your sons and oc cupations in our new directory which has a circulation in the States, England and Germany, besides 5,000 on these islands as common laborers, leaving out all your other interests, and also report the recep tion I received to all the newspa pers " in Honolulu on my return. Hoping you will bo more wise next HILO NOTES. For weeks past Hilo has been un true to its reputation as a land of perpetual showers, and on some, of tho plantations there was talk about the young cane being uacuwarci.. Impatience may have something to do with the latter idea as everybody wants to hurry sugar forward to get the advantage of present high prices, and an ordinary rate of growth, to minds under the inlluenco of this anxiety, does not seem satisfactory. However, the spell seems to be broken; on Tuesday we had a tliiinrlnrqtnrm and nlontv of rain then and since, even to satisfy Hilo's reputation, so we may hope tho young cane will grow fast enough to catch up with the market. Tho rain does not seem able to make trade flourish. Everything here is as dull as ditcli water, and everybody is more or less in the dumps. Even tho Chinese say 'they cannot make a living. We try to cheer ourselves by talking about 'that Volcano Road which the Legis lature has promised us. Woe be to the Public Works Department if they neglect this anchor of our hope. There cannot be a doubt that this is a work of something more than local importance. Everything that pro motes tourists' traffic to and among these islands must be a national benefit. i The Inspector of schools, A. T. Atkinson. Eso.. arrived here on Monday. He finishes his tour of Hawaii at Hakalau next week and intends to return to the capital by the next trip of the Kinau. Several young hearts had been going pit-a-pat for days before his coming in anticipation of his criticisms. Let us hope i all our teachers came through the ordeal with credit and comfort. Mr. Webb has been here and at the Volcano taking notes for some Australian papers. He and Mr. Atkinson were at Kilauea together on Saturday night and report tho "Dana" lake and sundry blow-holes to have been very active. They were both delighted with the exhibi tion of fireworks Pole prepared for them. Ililo folks arc chaffed a good deal1 about that word "active" in connection with their net volcano, but when two journalists of renown like these latest visitors find no bet ter word to express in a general way what they saw tho public may be excused for adhering to the phrase. In point of fact when Ki lauea is active there are grand sights to be seen which words cannot de scribe. The one thing is to be in ferred from the other so that it is probable that the word will remain in vogue with us till someone invents a better. Jules Tavernier is still here and recovered from his illness though still far from well. He has several pictures on the ea3el, and snys he has been well patronized during his visit.
