A letter from Wailuku says, "Poli
tics up hero very quiet as far as
national politics are concerned, but
there is quite a stir concerning the
road boards." Tho intense inteiest
taken by the people in this the first
election of road boards is illustrative
of the great importance of the mat
ter of roads iu public affairs. It
- depends a great deal upor. the man
ner in which the people acquit them
selves of their responsibility in this
instance, whether tho law creating
elective road boards shall be given
permanence. Indeed, it may be held
that the question of tho extension of
the elective system to other publij
-"olllces depends, in a very gieat
measure, upon the degree of wisdom
-the electors throughout the kingdom
' shall employ iu selecting men to
undertake tho charge of road build
' iug and maintaining.

few wouls are necessary. What
that gentleman was contending for,
in regard to the Census hill, was
"impracticable," and in referring to
it f i om memory it was not a great
error to say that he was the author
of an impracticable measure. lie
tried to make the pending measure
impracticable by otltcious meddling,
and, when balked in that, in a child
ish pet secured the killing ol the
bill. The editorial Mr. Alanines re
ferred to might have been attilbilted
to Mr. iMacfarlane, but like ninety
nine out of a hundred guesses of that
kind the gucsser was wrong. As to
Mr. Marques's "complete refutation
of the Hui.i,ktin's charges," there
was nothing of the kind. This paper
said he misled the House in regard
to the year for taking the census in
other countries, citing all the coun
tries of the British Empire against
the statement of Mr. Marques. The
woik quoted by the lion, gentleman
does not weigh against the known
facts, which arc that not only have
British countries taken the census
in 1891, but several of the conti
nental countries of Europe have done
likewise. There is as much of ex
ample and as much of reason for
having the census taken in the
"ones" as in the "noughts." The
offense of Mr. Marques was two
fold: working the defeat of the
measure, and to do so misleading the
Legislature.
LEAP YEAR DANCE.

A number of young ladies calling
themselves "The Owl Maids" gave a
dance under leap year rules at the
house of the Myrtle Boat Club last
night. Their invitations were gener
ally accepted, so that a party to the
full capacity of the hall assembled.
A sprinkling of sires and dames of
mature years gave a sort of tone to
the event.
The young "Owl Maids" began
and carried through the entertain
ment with giaceful and modest tact.
Their managing committee were dis
tinguished with rosettes. As the
swains, brave or bashful according
to their experience, arrived they were
met at the entrance by the ft.ir ones
and escorted to the hat room. Then,
no sooner were they seated than they
were besieged by the delightful crea
tures, who gave each the order of
dances and half-lilled it with engage
ments before the astonished beau
fully realized the situation.
Miss Jessie McGowan performed
the olllces of floor manager with raie
ability, so that the program of twelve
dances went through with perfect
smoothness. A halt was called after
the sixth for refreshments, the beaux
being peremptorily ordered to dis
pose themselves in seat3 for the pur
pose. There was ice cream and to'
spare for all, accompanied with a
great variety of toothsome cake. So
da waler and ginger ale were free to
all throughout the evening, and when
ever a fellow got thirst' he was ex
pected to ask one of the beauteous
damsels to wait on him.
A solemn Benedick was command
ed by the manager to address the
company after refreshments, and al
though taken by surprise managed
to blurt out an expression of the
guests' great enjoyment of the occa
sion, incidentally hoping that the
young men had in each case receiv
ed the addresses of the right one, and
that there would be no suits for
breach of promise, arising out of the
event, against any of their graceful
entei tamers. At the end of the Vir
ginia reel closing the dance, the
young men gave three rousing cheers
lor the "Owl Maids." As attesting
the thoroughness of the party's en
joyment, scarcely a couple left the
place until the finish at one o'clock
this morning. Mr. G. L. Ritman
added much to the amusement, at
intervals between dances, with his
rare ininstielsy, accompanying his
popular songs on the banjo.
