Pacific formerly dominatod by Glaus
Sprockols, and is offering, according
to a passenger just arrived from Ho
nolulu, a princely price for a charter
from tho Legislature of tho dark
kingdom. Half the oxpensos of the
Govornmont, $1,000,000 for a cable, a
weekly lino of steamors to San Fran
cisco, and liberal donations to local
ontorprisos are said to bo tho tempt
ations hold out. Tho story is fairly
well found, but wo hardly think it
true. Tho powor of tlio United
States Govornmont to exclude lottery
matter from tho mails oxtonds to
foreign mails as well as domostic,
and though there is nothing human
that this company dooms altou to its
plans of purchase, it would not pay
to buy tho Hawaiian Legislature at

opinion, on consultation with his
Associates, in response to a note from
tho Cabinet, that "tho elector must
pay his personal taxes to entitle him
to vote at tho oloction for Noblos on

woro approved.
At 9:85, on motion of Rop. Smith
tho rules woro suspended and Bill
191, relative to prevent the infection
of cholera in tho Hawaiian Islands
was taken up on third reading
as follows:
Section J. The Minister of Fi-'
nance upon being thereto requested
by the Board of Health shall order
that all ports of ontr3 in this King
dom, oxcopt tho port of Honolulu,
bo closed, and shall publish notico
of such closing of said ports by pub
lication in newspapers published in
Honolulu.
Section 2. From tho time of mak
ing said order, no vessel arriving
from foreign ports shall bo allowed
to entor any port in this Kingdom
oxcopt tho port of Honolulu, unless
driven into a port by stross of
weather, nor shall such vossol under
any circuinstaucos bo allowed to
land an' mails, cargo, passougors,
otlicors or crow during the time
while such ordor of tho Minister of
Financo is in force, oxcopt as pro
vided in Section 3 of this Act.
Section 8. Aftor any vessel from
foreign portsshall have entered tho
port of Honolulu, tho Board of
Health ma' issuo a pormit to such
vossol to proceed to and enter its
port of destination if such port bo
any other than that of Honolulu.
Section 4. The Minister of Fi
nance? when thoroto advised by tho
said "Board of ' Health, may revoke
such ordor and give notico of such
revocation by like publication, and
thereupon the ports of entry estab
lished in tho Kingdom shall bo re
opened for the entry of vossols ar
riving from foreign ports.
Section 5. Any oilicor of anj' ves
sel arriving from foreign ports or
any passenger thereon or any mem
ber of hor crow who shall wilfully
violato tho prohibition established
by tho Minister of Financo undor
this Act shall bo guilty of a mis
demeanor and upon conviction
thereof in any Police or District
Court shall bo punished by impri
sonment not less than six months
nor moro than two years, and by fino
of not less than ono thousand nor
more than ton thousand dollars.
Section 0. This Act shall pro into
effect immediately.
Rep. "Waipuilani presented a writ
ton report of Opium Committee No.
2, and relative to a soizuro of opium
at Ewa, Oahu. Tho committee in
substance slato that tho laws are ad
ministered in a vory lax manner in
tho said District and there are
several suspicious circumstances sur
rounding tho said seizure. They
have no confidence in the deputy
sheriff at Ewa, and have no conii
donco in tho monitor in which tho
Police Dopartmont conduct tho offi
cial business in tho District of Ewa.

Ministor Gulick reported that Hor
Majesty had signed tho Bill 190, in
ro preventing tho infoction of cholera
in tho Hawaiian Islands.

tho rules presented a petition from
a number of business inon of Hono
lulu against tho passage of Bill 1(59,
relating to Fire Insurance Companies
in tho Kingdom. Tabled for con
sideration with bill.

Noblo Marsden also of tho com
mittee stated that the committee re
signed in perfect accord and har
mony with tho present Cabinet.
They would always hold themselves
ready and willing to eivo their know
ledge for the use and benefit of tho
Cabinet. It was with tho utmost cor
diality to tho Cabinet which now
had tho confidonco of tho House
that tho committee resigned.

resignation bo accepted.
Minister Neumann, aftor some
eulogistic remarks relative to tho
labors of tho committee, amended so
that tho thanks of tho Assontbly
woro conveyed to the retiring com
mittee, and the amouded motion

of the vossol would pursue investi
gations until tho real culprit was ap

pany has any connection with this
matter.

A little boy of Mrs. McDonald's,
living near here, foil against a red
hot stovo and was fearfully burned.
Tho pain was terrible, and it was
thought tho burn was so sovoro as to
scar tho child for life. I sold tho
