Wo oursolvos wrote in 1890, from such ovidonco as was then at our command, to tho effect that tho boliof in tho horcditary oharacter of loprosy, apart from certain oxtornal conditions, did not appear to bo supported by facts, and that suscep tibility to tho disoaso sooinod to do pond chiefly upon tho condition of tho rocipieut, tho poison alone, bo it gorm, bacillus, or what not, boing powonusa io uiunipiy wimm tuu ub suos of a hoalthy subject. In 1889 wo called attention to tho history of a party of leprous omigrants who had boon sont, many years previous ly, from Norway to tho United States, and who had then rocoutly boon visitod by a Norwegian physi cian. Ho found thirteen of the ori ginal emigrants, and mauy descen dants, both of theirs and of other momuors ol tno party who hau died; but among those descendants thoro was not a single instance of tho malady. Tho conclusion of tho Commissioners, that tho tendency of loprosy is to dio out undor tho influ ence of circumstances favorablo to health, is in prociso accord with the oxporiouco of European countrios, in most of which it onco was prevalent, as well as with tho teaching of tho almost crucial exporiment rolatod above. Tho Committee of tho National Loprosy Fund have expressed a high general approval of tho care and ac curacy with which tho work of tho Commissioners has been carried out, as well as a general assont to tho conclusions of the Report, although somo membors of the Committee are doubtful about particular questions. Sir Joseph Fayror, for example, "does not think it proven" that loprosy is not diffused by hereditary transmission; but ho does not say to what oxtont ho differs from tho Com missioners in this respect. On tho general question of what should bo uouo for tho abatement of the dis ease thoro seems to bo no appreci able difference of opinion. Tho Commissioners believe there to bo 110,000 lepers in India and Burma, a number enormous in itself, but al most insignificant in a population approaching three hundred millions; and thoy proposes that the sufferers should be assisted to form lepor colonies or farms, or to enter asy lums, and that thoy should bo placed under such muniij' o-umii may prevent tnom from engaging in certain specified occupations. Gen erally speaking, they need not bo re garded as more dangerous to thoir neighbors than are tho subjects of tuberculosis and other common dis eases, which excite no special fear or horror by thoir prevalence; and per haps tho most important result of tho work of the Commission is the proof which thoy have furnished that tho popular terrors about lepro sy are simply groundless supersti tions. As far as India is concerned, the Commissioners do not hesitate to predict that tho malady will gradually disappear before a higher standard of maintenance, and a gen oral improvement in tho sanitary condition of tho people.
