I the proposed bill to restrict Chinese
'competition by licensing "Chinese
who engage iu trading or mechanic
al occupations in the Hawaiian
Islands.' So far there has been little
said, and this has been a surprise to
mo owing to the nature of the pro
posed enactments, which to mo soem
so subversive of tho principles of jus
tice and liberty that if logically con
sidered in their ultimate effects they
will at ouc cause a revulsion of
popular feeling against such pro
posed arbitrary tyranny and confis
cation of property without compen
sation. 1 suppose that because it is
a measure which at first sight affects
Chinese only it has been received
with such apparent indifference.
Hut. I think, upon reflection all will
see It as the entering wedge of such
a career of absolute autocratic tyran
ny and injustice to all races and na
tionalities as has been seldom claim
ed even by the most absolute despots
the world" has overseen.
With your permission I propose
to point out some prominent inher
ent defects in the proposed law.
Section 1 of the bill brought in by
Attornev-Oenoral Smith on Febru
ary 1st defines what is meant by the
term "Chinese." It is as follows:
"The term 'Chiitfo' as used iu this
Act shall mean any person male or
female wholly of Chinese or Mon
golian birth or descent, whether
born iu China or elsewhere, and
whet her eit iens or subjects of Chiiia
or any other country."
It will ho well to note here that
America, Kuglatid, Kussin, France,
Holland and Stmin have citizens or
subjects "wholly of Chinese or Mon
golian birth of dc.-ccut," and that
there are iiiauv persons born iu these
