REPUBLIC OF HAWAII FOR THE TWO YEARS

Be it enacted by the Legislature of the Republic of Hawaii:
Section 1 The following sums amounting to .$8,300.00 nro
hereby npropriatod out of any moneys which shall bo rccoivod
by tho Treasury during tho Bionninl Period onding Mnrch 31st,
189G, from the loan authorized by tho Act approved January 11,
1893, and by Aot 1G of tho Provisional Government, approvod
February 18, 1893, from uny surplus recoipts from doposits in
tho PostalSavings Bank,andfromcurrontrovonuo; provided, how
ever, that any moneys advanced from current rovonuo, or from
doposits in tho Postal Savings Bank for tho objects named, may,
as soon as practicable, bo ro-imburscd from monnys' obtained
from such loan :
Now Wharves, Sea Wall, Dredging Honolulu Harbor
and Bur. Retaining Wall, Haaliliamanu Stream .$ 2,500 00
Now Buildings, Vaults, Magazine, and Hospitals.
Teacher's Cottage, Puna 800 00

AN ACT TO PREVENT FOOT BINDING.
Re it enacted by the Legislature of the Republic of Haivaii:
Section 1. The term ''Foot Binding," as in this Act used,
shall bo held to mean tho compression, mutilation, injury or
deformity cnusod to tho feet of young girls; also tho means
used to no compress, mutilate, injure or deform such feot, as
well as any attempt to do tho eamo.
Section 2. Foot Binding is hereby forbidden and any
person who binds or attempts to bind tho feot as coverod or
intended to be coverod by Section 1 of this Act, or who shall
authorize, or permit foot binding, such porson boing a froo
ogont, or in any manner be n party or privy thoreto or shall
in any wiso countonanco tho samo, shall bo liable, on conviction
beforo any District Magistrate, to pay a fino of not less than
twenty-five nor moro than fivo hnndrod dollars or to bo im
prisoned at hard labor not less than ton days or moro than two
years, or both, at the discretion of Fuch Magistrate; or such
person or persons mny in place of such punishment leave tho
Hawaiian Islands at u time to bo staled by bucIi Magistrate,
and a return within fivo years shall bo doomed to bo a rnvival
of tho sontonco suspondod by such deportation.
Section 3. Tho terms heroof shall apply to all cases of
foot binding existing ut tho timo this Act shall go into ofFect,
provided tho samo aro not immediately discontinued, and every
continuation of such foot binding shall constitute a new oifenso.
.Nothing herein contained shall bo hold to relievo any person
who has nssisted or boon privy to any foot binding from all of
tho pains and penalties lof. tho laws rolativej to assault and
buttery, maiming or any other appropriato law.
Section 4. This Act shall tako oiroot from tho dato of its
