At n woting of tho citizens of
Kauai hold in Lihuo tho 19th
iiist. , the following resolutions
woro passed :
1. That the Jan. Makoo or" any
stoamer having nndergono a strict
quarantine for 18 days bo allowod
to load provisions from tho Pacific
Mad Wharf for tho Island
of Kauai, and after having had
hor cargo subjoctod to a 12 hours'
fumigation bo allowod to procood
to Kauai and land tho same.
2. That tho passongors who
havo a permit from tho Board of
Health and havo undergone a six
days' quarantine in Honolulu bo
allowed to laud on somo point on
Kauai to bo designated by this
mooting, there to undergo a strict
quarantine for tho remaindor of a
poriod of 18 days, at tlmir own
expense and in accordance to
such regulations as tho Com
mittee of Health of Kauai may
impose. Passed 17 to 8
3. That tbo first passongors
bo quarantined at Hoomuikawa.

remarks from tbo minority:

Asiatic cholera exibts in Honolulu
and has existed there for a num
ber of weeks, and in view of tho
fact that tho exact poriod of quar
antine seems somo what uncertain,
it appears to mo in support of tbo
minority voto on resolutions 2
and 3 that tbo passenger traffic
betwoou Honolulu and Kauai
might well be delay od for another
week, during which interval groat
improvement is likely to bo shown
in the metropolitan situation.
Personally I havo no foar of
our friends farming the company
now desirous of returning to
Kauai to undergo the balance of
their quarantine at the Spalding
Beach House and will wolcomo
them with pleasure. Furthor I
would bo satisfied with any quar
antine that may be imposed upon
them by the Honolulu Board of
Health, and would roquire no
more of them. 1 submit, how
ever, that it might not be pos-
siblo to troat every one in this
fashion, and the coming of this
party according to resolutions 2
and 3 establishes in my view
under tbo circumstances an un
desirablo principle, acting upon
which, to bo consistent, wo may
havo to admit all sorts and con
ditions of men.
Resolution number one has my
approval, though, tho quarantine
period boing uncertain, tbo carry
ing of it out may be attended
with somo risks. Wo havo, how
evor, reached that stage whon
these risks havo to be faced. Aftor
a number of weeks' embargo tho
people aro running ehort of pro
visions aud this shortago might
tell advorsoly on the general
health of tbo Island community.
To sum up 1 am in favor at this
presont momont of opening the
Kauai door to the least possiblo
