better American opinion." This
better opinion, they say, is ex
tremely hostile to annexation, and

for the United States to extend, its
boundaries or to concern itself
about an external .policy. They

much applause Washington's ad
vice to his countrymen, to avoid
entangling alliances, but they al
ways forget that the "Father of

ing fo a weak people, whose first
concern should Be their own safe

It is rather a reflection on the

can opinion is opposed to annexa

ground thatit is the destiny of the
Briton to carry the torch of pro
gress throughout the world. There
may be some difference of opin
ion respecting the bonofits con
ferred by the British upon
peoples whose lands tbey have
occupied, but jf there is these
eulogists never 'mention tbe fact.
Why, then, should they be so con
cerned about our annexing ten
dencies? Do thoy foar that wo
could not properly bear the toroh
of progress, or is it because they
do not like the flame of our torch?
Until they give us some informa
tion on tnis point we must regard
them as highly inconsistent in
characterizing us "tbe better
American opinion" a bruud of
opiuiou exactly tbe opposite of
the oue entertained by themselves.
