Tho questions heretofore pond ing botweou Hawaii and Japan, crowing out of tho alleged mis treatment of Jnpaneso treaty im migrants, were, I am pleased to say, adjusted beforo tho act of transfer by tho payment of a rea sonable indemnity to tho Govern ment of Japan. Under the provisions of tho joint resolution tho existing cus toms relations of tho Hawaiian Islands with tho United States ami with other countries remain unchanged until logislntioii shall otherwise provide. Thu Consuls of Ilawaii, lioro and in foreign countries, continue to fulfill their commercial agencies, whilo tho United btates Consulate at Hono lulu is maintained for nil proper services pertaining to t ratio and tho rnvonue. It would bo desir ablo that all foreign Consuls in tho Hawaiian Islnnds should re ceive now exequaturs from this Government. Thu nttention of Congress is callod to tho fact that our Con sular otlices having censed to ex ist in Hawaii, aud being about to ccneo in oilier countries coming under the sovereignty of tho Unit ed States, the provisions for tho relief and transportation of desti tuto Amorican seamou in theso countries, under our Consular regulations, will in conscquenco terminate.
