It has beon arrangod that tbo mon
who enlisted in the regular Army
for tbo war only shall bo discharg
ed on application, and tbo depart
ment can mako no accurate esti
mate) of bow many of thorn will
avail theraselvps of this purpose.
It is judged from what tbo de
partment officials have learned,
that about 20,000 of tbo 27,000 of
the regulira in this class will ap
ply for discharge. If this expecta
tion is fulfilled 30,000 volunteors
will bo mustered out, but if a
smaller number of war regulars
stay in the service tbo number of
volunteers to bo muBterod out will
be reduced proportionately. In
