When the Senate was called to or Jet
Tuesday afternoon, Senators Haltlwin
and Achl were nbsent. On motion of
-Mr. Kalauoknlunl, the Senate again
took tip tho consideration of tho rules
In considering the duties of tho Pres
ident, Mr. Kanuhn made a motion to
flip tfftct that the rules he amended
so as to allow that omcer to vote In
nil matters. .Mr. Cecil Ilronn objected
to this sating that such a thing wits
unheard of In nny legislative body be
fore. He then asked what wojld bo
done In caec there happened to bo a tlo
vote on nny motion. Who would cait
the deciding voto?
Mr, Carter stated that ho thoroughly
united with Mr. Drown In his state
ments. I'rom the showing already
111 a do, the President was no doubt In
fnuir of showing great fnlrntss The
Scnato was certainly to be congratulat
ed on this. Mr. Carter thin stated that
tho Piceldcnt was In the chnlr to pre
bene older and to sec that the pro
ceedings uf the House were properly
carled out. Ho was In tho poeltlon of
a Judiciary. If the President wero al
lowed to ocrclfc eery prerogitlvo
which h would hnc on the floor, tlio
Senate might as well go batk to prlm
ltle methods when there was no pr&
Bldlng officer and all was chaos Ho
thon nsked tho nutlo Senators If nny
ono of them would like tp go Into tho
chair or tho 1'reslcieni nnd, wniie ex
ercising tho functions of that body, also
exercise the prcrogatlus of thoso 0.1
tho floor.
Mr. Kanuha said that the President
had been elected by his constituents
nnd thut, according to the rules sub
mitted to tho committee, he was cur
tailed of some of his privileges. For
Instance, In caso there should bo any
troublo between tho Senato nnd lli
(iQiernnr, tho President should be al
lowed to vote. Of course, bo did noi
supposo that tho President would ex
erclRo tho prl liege, should It bo grant
ed him, at nil times.
Mr. Carter asked Mr. Kanuha could
ho elte any precedent and tho latter
answered that ho had not sought for
any. Ho simply pioposed tho amend
ment becauso ho knew tho Organic Act
prolded that uery member of tha
Bcnato should have tho otlng power
His constituents might think tint he
had not been nble to o,ercUo nil tho
power which the had glen him
Mr. Curtir slated that tho speaknr
was borrowing troublo by suggesting
trouble between the Senate nnd tho
Gnernor. Mr. Achl rofcrud Mr Ka
nuha to thnt part of tho Organic Act

Senator Kanuha stated that he was
