In many quarters, much talk has
been Indulged In since the first (lav's
session of the Legislature about what
has seemed the dilatory tactics ot the
House and Senate anil particularly, tho
latter. Then- tins rcemed to be no rea
son for It and people havo smiled 'and
gono on their way. However, under
ncnth nil this, there Is something that
would not occur to the casual observer
but which would at once bocomo ap
parent to anyone who hnppcuc,! to have
been nblo to watch tho proceedings
from the beginning.
The Scnnte hns been the best place tn
mnek observations. In the Senate, tho
lino Is sharply divided between the
minority of Republican and tho ma
jority of Independents and. on nearly
an cry matter, there has been n. itlffcr
pneo of opinion. With a few excep
tions, tho vote has been solid on one
sldo or the tithor by tho Independents
nnd tho Republicans have followpil
out the very same tactics. There havo
been discussions that havo seemed to
bo altogether useless nnd yet there was
undoubtedly method In all this mad
ncss
There Is no doubt whatever In the
minds of thoso who have had occasion
to observe, that each Bldo In the Senate
has been attempting to feel the pulse
of the other sldo and try to gauge In
Bomo manor, Just what might be ex
pected later on In the session. This Is
undoubtedly the reason for all the
sparring. Each side hns been anxious
to gauge the purposes of the other.
Whether or no this has been siiccee-dM
In, Is another question altogether.
However, tho trial has been made and
now tho two sides seem to feel that It
Is tlmo to give over such proceedings
for. In tho Senate yesterday afternoon.
tho undignified wrangling that has
been going on for tho last four days,
ceasod suddenly nnd thero was shown
an nnxlcty to get down to tho actual
work of the session. Whereas, the
Senate had considered but twenty-four
rules In two days, tho members buckled
down nnd waded through fifty-four In
about two hours. All this resolves It-
eelf Into tho pithy statement that tho
legislators havo been sparring for
wind.
Whllo tho Senate has been proceed
Ing along theso lines, the Houso has
also has Its squabbles but now, llko
tho Senate, there seems to bo a desire
to get down to work and tho bills ire
pouring In like the rain of n few weeks
ago.
Tho question of the leadership In tho
Scnato and Houso when both parties
nro concerned, Is another subject of
great Interest. In tho Senate, Wm.
White has so far assumed' the leader
ship and has been the ono who has put
forth most of the propositions of tho
Independents nnd Cecil Ilrown Is, with
out doubt, the leader of the Republi
cans. It was expected by a great many
pcoplo that Kalauokalanl would ho
themo to lead tho Independents In the
Senate bu, so far, ho has contented
himself with remaining quiet, speak
ing only when there happened to bo
something of very great Importance.
However, Mr, Kalauokalanl Is not a
man to remain silent very long and,
when the work of tho session opens up
fairly, tho people of Honolulu will be
suro to hear from him. He, moro than
any other Senator on the Independent
Homo Rule sldo, has studied tho ques
tions of vital Importance to tho life
of tho oTrrltory of Hawaii and, when
the proposed bills aro brought out In
the Scnato, ho will bo heard from lu no
uncertain terms.
In tho Senate, Scnntors Tlaldwln nnd

counselled moderation nnd they nro tho
ones who have bridged over tho chasm
betwten tho two sides that sovcral
times hnvn loomed up in ugly shape.

On tho sldo of tho Independents In
tho Senate, Senator Knnuha has prov
ed to bo tho member willing to give,
nnd tnko nnd several times, ho hns seen
tho wisdom of suggestions from tho
sldo of tho Republicans and glvcil In
to them In manly fashion, Kaluo Is
another level headed man who wnnts
to know Just why ho Is doing that thing
and why ho Is not doing the other.
In tho House, It Is tho concensus of
opinion that Kmmeluth 1 tho leader
of tho Independents but some of tho
members of this body who wcro elected
on tho ticket of tho Independent Homo
Utile party havo been unkind enough
to say that thoy do not Intend to bo
led by him or anyone else, They had
been elected by their constituents and
they Intended to bo responsible to
them alone. They did not Intend to be
luund by nnyparly movn which they
did not consl le.r proper.

Tho Independents nru not for trusting
tho Republicans nnd vlco versa. Then
again tlwrc have been things done by
tho minority of both houses that will
not tend to bring about n switching of
tho Independent party even the slight
est bit. Theso Indications have been
closelr watched and tendency of tho
nathrs to stick together more closely
has become more and more apparent

As soon ns tho bills begin to come tn
thero Is going- to bo a dwlngc. SonoAor
Drawn, according to his own statement,
has twenty-six hills to Introduce, Sen
ator Achl has about one-half that num
ber and nil tho Independents hare a
legion. With such bills ns tho ones
rclntlng to municipal government, tho
liquor question, singe tax nnd many
moro ot almost equal Importance, tli
Senate will have Its hands full and, nl
ready the Senators aro beginning to
oxprt-ss their doubts ns to tho comple
tion of tho business of the Senate In
tho sixty days assigned by tho Organic
Act and nro asking anxiously na to the
possibility of tho recommendation by
Governor nolo of tho thirty day cxten
slon.
Tho appropriation bill la one of tho
most Important measures to bo con
sidered by the Senato and Houso nnd
this bill will undoubtedly tnko up a
great amount ot tho tlmo of both. Tho
appropriation bill always has taken
up a great deal of time but tho change
of the whole horizon of tho affairs of
the Islands during tho past two years
will tend toward a still greater chang"o
In tho make-up ot the various Items ot
tho appropriation. Salaries are
to bo cut and others nre to bo raised;
ofTlccs aro to be done away with In
places where In tho past, they havo
been considered necessary, this by n
refusal on the part of the Independents
to vote tho money, Inquiries of all
kinds aro to bo mado Into the rccom
mcndatlons before any action la tak
en and everything will tend toward
tho cutting down of expenses. Thero
will bo no end of n light for, It is tin
derstood, the Republicans will loto on
the sldo of continuing tho old Btate of
affairs, whllo tho Independents will
vote to mnko tho appropriation bill ac
cord with the changed condition In tho
very best way they know how.
In the House, the number of bills
will also bo legion nnd, as In tho Sen
ate, there aro many of tho Representa
tives who nro Btiro they will not be
able to complete the work In tho sixty
days assigned. They feel that, should
tho Governor refuse to recommend tho
thirty day extension, tho work of the
session will fall to tho ground.
Thero Is Just now an Important mat
ter that Is In the minds of the Republi
cans and that Is tho uso of tho Hawa
iian language In tho proceedings of the
Senato and House, They feel that there
Is a possibility of every act of tho I.egls
laturc being annulled because one of
tho provisions of tho Organic Act has
been violated. In their minds, the sec
tion referred to cannot be Interpreted
In any other way than to produce tho
meaning that only tho English Ian
guago must bo used. If tho matter
should como before tho courts and tho
action ot the Legislature In appoint
ing Interpreters, declared unlawful, the
whole work of tho Legislature will go
for nothing. This Is why they have
It tn their muds to, as Boon as posstblo,
get tho ear of Washington and havo tho
section stricken out or changed so aa
to allow tho uso of tho Hawaiian lan
guage. The Governor's message Is not looked
upon by tho Independents as a very
capablo document, They feel that the
Governor has said a great many things
In tho nlr and that thero Is very little
worthy of more than a passing glance,
This feeling has been expressed open
ly by not only Independent members
ot tho Houso nnd Senate but by others
of different political complexion. If
this feeling Is shared by the mnjorlty
of the menthol of the Sennto and
House, the Governor's messngo will
receive but scant consideration.
