who have been In attendnnec at tho
session of Congress which has Just
closed nro pretty well satisfied with
the efforts made to secure legislation
beneficial to the new Territory.
In the closlnR hours of Ccnmress
three very Important measures receiv
ed the sanction of both Houses and be
came laws. One of these, which passed
as an Item in the Sundry Civil Appro
prlatlon bill, provided for the payment
of the bonds of the Republic of Ha
waii. Tho payment of these bonds was
pledged by the United States, hut In the
pressure for new legislation, and owing
to the fact that extraordinary appro
priations, both In number and size,
were pending before Congress, there
wns much danger that the provision
for the payment of these bonds might
go over to n subsequent Congress.
The fate of this Item on the Sundry
Civil bill providing for tho redemption
of tho bonds was further endangered
by a Scnato amendment providing nn
additional appropriation of (37,000 for
the payment of Interest. This amend
ment, however, wns ngrced to In con
ference and the Item thus nmended be
came part of the bill as It finally pass
ed. During Its consideration Chnlrman
Cannon of the Appropriations Com
mittee kept close watch and to him
credit Is due for success of the Item,
Another Important measure secured
by the friends of the Territory was that
authorizing the Secretary of tho Treas
ury to create sub-ports of entry In the
Islands. The Senato bill providing for
this authorization was before the
House some weeks prior to final ad
journment nnd Its friends anxiously
nwnlted the moment when Chairman
Knox might recelvo recognition for Its
passage. The measures as It finally
went through places In the hands of
Secretary Oago authority to name a
port on each of the Hawaiian Islands
as a sub-port of entry. Chairman Knox
received efficient nld from Heprewm-
Uitivo Mondcll of Wyoming on this
measure.
Another Important legislative enact
ment for tho Territory wns secured by
nn amendment proposed to tho bill au
thorizing collectors of customs in Por
to Rico and Alaska to deposit their col
lections In United Stntes depositaries
Instead of obliging them to send the
samo to the nearest sub-treasury of the
United Stntes. Tho nmendment added
Hawaii to Porto Rico and Alaska and
with this addition tho bill became a

liott of Charleston, Congressman Ju
lius Knhn arrived In this city frou
Washington on Saturday afternoon.
Tho hard working member from tho
Fourth district Is very much pleased
over tho defeat of tho proposed ro
clproclty treaties, as he considers this
nn Important victory for the fruit nnd
wlno Interests of the State.
San Irnnclsco's representative Is
very confident that tho Pacific cable
bill and that for the construction of
the Nlcnrngua canal will be put thro'
nt the next session of Congress, as
both havo friends who nre In earnest
In their desire to rush them through
at an early date, nnd tho sidetracking
of the measures at the laBt session for
other matters calling for extensive) np-

Ing $15,000 for the expenses of the pres
ent Legislature had been ndopted In
tho Scnnto yesterday afternoon and
then sent to the House for Its appro
val, tho much discussed House bill No,
1, which has been traveling between
the two houses for some time, was
brought up for consideration. Mr.
White moved to lny tho bill on tho ta
ble, and before the members hardly
realized It, the bill had been disposed
of In the manner suggested.
Tho Senate bills reported In the
morning as having been printed-were
taken up one by one. read by titles and
then referred to the proper committees.
Hill No. 42, the Dispensary Act. Intro
duced by Mr. Knnuha. was referred to
the Committee on Intoxicants.
Mr. While made n verbal report for
the Judiciary Commltteo on Senate bill
30. relating to the appointment of
bailiffs In certain courts, to the effect
that the bill pass. The report wa3
adopted.

bo tho notice of tho concurrence of the
House In the Joint resolution of the
Senate appropriating $15,000 for the

tion wns referred to the chairman of
the Committee on Enrollment. Revi
sion nnd Printing with Instructions to
meet with the chnlrman of the same
commltteo of tho House, to present the
resolution to the Governor nnd to get
from him n receipt for tho same.

A gratifying Incident of the closing
hours of Congress wns the confirmation
of Oeorgo I), dear, as Circuit Judge for
tho l'lrst District of Hawaii. Judge
dear's appointment wits held up on ac
count of tlm representations mnde to
tho Committee on Foreign Relations,
to which It wns referred, by Delegate
Wilcox. Subsequently the Delegate
withdrew his protest and tho commlt
teo reported the nomination favorably
to tho Senate, nnd nt 3 o'clock on Sun
day morning last tho nomination was
confirmed.
