fied that the water rates for the term ending
December 31, loot, will be due and pay
able at the office of the Honolulu Water
Works on the 1st day of July, 1901.
All such rates remaining unpaid for 15

Today.

After weeks of hard ork and Btcady
plodding along the line of a reduction
of salaries and other Items In the Ap
propriation bill, the Senate today cast
conservatism to the four winds and In
stituted Instead, an era of liberalism.
Tbo Appropriation bill wan taken up
tu third reading nnd, at the drop of the
hat, the raisins of Items began, both
Independents unci Republicans Joining
In the merry song of "Let 'er o Gal
lagher." After the preliminaries had been
dealt with In the Senate this forenoon
Mr. Crabbc, under suspension of rules,
read tho follow lug petition from Frid-
crkk Harrison, which was referred to
tho Committee on Public expenditures.
Tho petition of the undersigned,
Frederick Harrison of Honolulu in the
Territory or Hawaii, humbly shoucln:
That jour petitioner has for the last
twenty-ono (21) years carried on the
business of contractor and builder In
the Hawaiian Islands.
That on nnd between the 13th and
16th dnjs of Jauuary, 1900, ho wasJn
Atructed by the President of the Hoard
of Health to prepare several rooms In
the block In Honolulu bounded by
King, Alakca, Richards and Merchant
utrcetB for tho fumigation of the goods
and furnlturo In tho scleral bouses and
stores In the said block preparatory to
removal.
That on such Instructions ho remov
ed all tho goods and furnlturo In such
block Into such fumigation rooms and
after fumigation and Inspection by the
proper ofllccr of tho Board of Health,
ho moed tho same t,ooJs and furniture
to tho place provided lor samo by tho
said Uoard In Printer's lane, Honolulu.
That our petitioner furnished his
bill of charges for the performance
of tho said woik to the Hoard of
Health, a copy of which bill Is hereto
annexed.
That the said bill was referred tot
consideration to the Committee ot Pub
lic Health ot this Honorable House.
That through somo neglect or over
sight your petitioner was not given an
opportunity of explaining the said bill
to the said committee, and that tho
committee therefore, not understand
ing the nature of the claim, advised
tbat It be not Included In the Appro
priation bill, and It was therefore omit
ted from such bill.
Wherefore your petitioner prays that
ho bo allowed by this Honorable House
to be heard regarding his said claim
and to give reasons why a sum should
bo appropriated for its payment.
This report having teen disposed of
tho Appropriation bill was taken up for
consideration. Tho salary of tho chief
clerk In the Secretary's cfflco was rais
ed from $3000 to $3000 and then cam
the salary of the Judiciary Department
which was, on second readings passed
at $5000. There was n merry tight of
a halt an hour, Messrs. White, Kalau-
okalanl, John Drown and Crabbo
speaking In favor ot a raise of $1000
nnd Messrs. Paris, Achl, Knnuha mnd
Kaohl going directly counter to tba
proposition. The motion ot Mr. Whits
to raise the salary to $6000 was Anally
lost On top of this, Mt. Paris moved
to Increase the Item to $5400, the old
salary ot Henry Smith. This carried.
Having started on tho upward trend,
tho Senators did not seem able to stop
nnd the raising of salaries began, the
result being as follows: Salary ot Ha
waiian Interpreters (First Circuit),
raised from $6000 to $7200; Portuguese
Interpreter and Translator, $1200 to
$2100; District Magistrate, Lahalna.
Third Class, from $2200 to $2100; Dis
trict Magistrate East nnd West Kont,
Fourth Class, from $16!i0 to $1800.
Tho greatest surprise of the day came
Just at this point. Tho Department of
the Attorney Ocneral had been reached
and the clerk had read the Item, "Sal
ary of Attorney General, $8000," when
Mr. Kalauokalani aroso and asked to
increase the amount to $9000. Thl
took Mr. Kanuha's breath away and,
In answer to a question put by him,
Mr .Kalauokalani said; ''We have vot
ed $9000 for tho Superintendent of
Public Works and it Is my opinion that
there should be no partiality. Such
men as Mr. Dole and Mr. Boyd are the
executive heads of the Territory and
they should be treated alike. The Re
publicans were in favor of the raise
and the Independents said nothing
more after Mr. Kalauokalani had
finished speaking. The Item passed at
$9000.
The Senate then went on with the
raising of salaries, as follows: CTe"fk
to High Sheriff, $3000 to $3600; Clerk
to Sheriff of Hawaii, $1800 to $2100;
Clerk to Sheriff ot Kau.il. $800 to $1000;
Clerk to Sheriff ot Maul, $1800 to $2000;
Deputy Sheriff of South Kohala, $1200
to $1800; Deputy Sheriff of South Ko
na, $1800 to $2000; Deputy Sheriff of
Lahalna, $1920 to $2000; Deputy Sher
1ft of Walnlua, $1200 to $1800. '
When the Senators had reached this
Item they figured up the result, found
that the appropriations had been In
creased $7800 In four and one-half
pages and, at 11:30 o'clock, took a re
cess until 2 o'clock.

The putting back of the steamer

her starboard boiler may mean a great
er expense to the Ocean!, company
than the mero delay of the ship v.d
the cost of repairs. Uncle Sam has to
he figured iwlth in the matter on ac
count of a contract for carrying the
mails. The company has a contract
with the government to carry the mall
between San Francisco and this port
for one year from the 17th day ot May
this year to the 17th of May ot 1902.
The company agreed, to make a round
trip between the points', mentioned
every three 1 weeks, the time from port
to port tar bo about six days.
On account ot the failure of the
Oceanic company to live up to Its
agreement through Inability ot tbo
Zealandla to make the run In the spe
cified time they are very likely to have
a penalty Imposed upon them for fall
ure.
Regarding the statement being mado
pretty generally slnco the return ot tbo
Zcalandla that she was sent uway in
an unscawortby condition, Captain
Dowdell nnd Chief Engineer Keller say
It Is utterly false, After repairs were
mado to tho vessel's boilers thov weie
tested with a high watT nressure and
found to bo all right. That they were
all light Is proved by tbo fact that up
to tho time they began to leak ngaln
the vessel iad been making between
cloven nnd twelve knots an hour. Then
tho starboard boiler began to give out
with the result that tho vessel put
hack. It Is expected that by Monday
tne permanent repairs will be effected
and tho vessel will start for San Fran
cisco again.

The Oceanic steamor Sierra arrived
last evening from tho Colonies after a
fast trip. The vessel left Sydney a lit

two places some rough weather was

cabin passengers from the Colonies so

chances. When they found that there
