A poster signed by Lin Chin Chow,
Lee Din Sing and Poon Kwal Lung
was generally circulated about the
streets of Chinatown yesterday asking
all Chinese to meet with these three
men for the purpose of affixing their
names to a petition for presentation to
tho new Foreign Office of the Chinese
Empire. The petition will ask for dip
lomatlc action to secure bid tor tho
sufferers who are greatly in need ot
Jho money and who, it is believed, will
have ccitlflcatcs ot tho findings of tho
first claim court.
The poster referred to runs as fol

"Notice Is hereby given, that, where
as the Board ot Health In taking ac
tlou to suppress the bubonic plague
started fires which led to the destruc
tlon of a great deol of the property of
certain Chinese, which Is now a mat
ter of more than two years; and ni
there was formed a court of claims, to
which all claims have been submitted,
yet although our consul has communi
cated with the government of the Ter
ritory und the Minister ot China at
Washington has made representations
to the Secietary of State, wo have not
received any definite information as to
when these claims will be paid,
"Not wishing that tho people should
wait for a long time, certain persons
have met together and decided that It
would be wise to petition tho Foreign
Office of the Chinese Governmeiitfl set
Office of tho Chinese Government, set
ting forth the facts of tho case, and
showing the sufferings of the people.
Also It Is proposed to petition the homo
goernmrgit, asking that It use Its lu
lluenco with tho United States Minister
at I'eklng, cither to deduct tho sum

out of the total of the Indemnity which
Is duo f.om China to tho United States,
or to use his Influence to see that thcro
is a speedy settlement made, and fur

"We therefore have decided to mfet
at the See Yup Society rooms, on Frl
day, Saturday and Sunday, the 4th
5th and Ctli days ot April, to sign this
petition. Those who wish to sign will
