The Drltlsh Consul General at Hare
points out In his latest reports how the
effect of discharging the crows of
Drltlsh vessels abroad is to Increase
the foreign element In our mercantllo
marine. Last jear ne says, 576 sea
men were engaged by Drltlsh ship
masters at Havre, of whom 420 woro
foreigners, wnlle 639 men wero dis
charged, of whom 337 were foreigners.
The proportion of foreign seamen
amongst the crews discharged was
53 per cent, while tue proportion
amongst the crews engaged to replace
them was 73 per cent. Ihus, In one
j ear, the changes in the crews of Drlt
lsh ships at this port resulted In an In
crease of the foreign clement on
board those snips to the extent of 20
per cent. A steady encroachment of
this character, going on from jear to
jear, must gradually cause a perma
nent Increase In the number cf foreign
seamen serving under the Ilrltlsli
flag" The Consul General also re
ports that tho sjstem of continuous
discbarge certificates, which was ex
tended from April 22, 1901 to nil rat
ings of seamen engaged or discharged
at Havre, has, on the whole, worked
smoothly and well The masters In
many cases before engaging the men
require the production of the books,
and on discharging they pay much
more attention than they did to th
reports they gle. This is conducivo
to good discipline, for the men see
that unless they get good reports on
discharge they may find a difficulty l
obtaining future engagements I.on
