Wheu tho Governor cut out nil the special Is land Items from the bill there was no work for then to do, at least not at the present time. Thero was furthermore no money from which to pay them as tho Items from which they should draw their pay had been cut out and as there is not enough ot the current appropria tions to pay them. As thero was no money with which to pay the road en gineers there was no other course open except to dispense with them, "As soon as tho Governor notified me that ho had cut out tho special Island Items, I notified Road Engineers Gere of Hawaii, Howell ot Maul and Sweet Ber of Kauai by wireless that the de partment did no longer require their services.
