3d publishes tho following account of
tho contract bids In which the local
firm of Lord & Ilelser was Interested:

Company 1,078,000 00
J. G. White and Company. 1,202,000 00
Delinnr W. Smith, for three sections
only, and Pc-abody and Company for
tteel pipe only.
These were the bids received for the
construction of Manila's new water
supply system yesterday by tho mu
nlclpal board and opened as the clock
(truck noon.
In anticipation of tho opening of the
bids the session hall of tho board was
irowdcd and everyone listened anx
iously to hear tho figures of the six of
fers but no figures were made known
nor could they bo obtained cither from
the members of the board or the chief
engineer or the city engineer. The fig
ures as given above, while not official,
vro computations mado out by the var
ious bidders and arc, In round numbers
the sum totals of the bldB. Tho bid o
J. G. Whlto and Company contained n
proviso that should the firm secure the
contract for the whole work the sum
of $100,000 would bo deducted from the
bid. This would still leave It the high
est bid of tho four who bid on the basl
of the whole Job.
Almost at tho last moment the
band of $70,000 demanded was deposit
ed by tho Shaw-Datcher Company, tho
fact being rahled to Manila by tho bu
reau of Insular affairs. When tho bldB
had been all opened nnd their details
read out, P. O. McDonnell moved that
all tho bids bo referred to Major Jas.
F. Case, tho chief engineer of tho now
water and sewer system for his peru
sal, examination and report.
It has not yet been clodded whether
tho wholo contract shall be) given to
tho lowest bidder, It being optional
with tho city to nward It In that mnn
ncr or In sections. Should tho lowest
bidder secure It and tho work all bo
undertaken by tho ono firm thero Is
no doubt that tho city would bo tho
gainer In tho end and thero would be
no danger of delays In ono contractor
getting his work completed before tho
other was finished. It would also en.

The steamer Manna Loa arrived this
morning from Maul and Hawaii ports.
She brought 2301 bags of sugar, 23411
bags of corrce and 31 cattle. The Mauna
Loa experienced much rough weather
off Haw-all. Tho sea was so high at Nn
poopoo that the vessel was compelled
to tako the passengers and cargo on to
Kau for landing. In attempting to land
freight oft Napoopoo two of tho smaller
boats were badly damaged by being
dashed against tho sides of tho steamer
Finally the undertaking had to b
gien up. iso one was injured.
