The ordinary law Is the system which civilization has adopted for the
protection of tho life, property nnd Independence of tho citizen. When n
government, thereforo, undertakes to suspend this ordinary law and govern
by an extraordinary system thcro Is evidence of a design to reduce the people
under despotic rule and these snered rights become Imminently Imperiled.
If governments must nluays derive their Just powers from tho consent of
the gnerncd In order that th protection of these rights shall he nssutcd
and perpetuatrd, nny abridgment of tho suffrage must necessarily result In
the ultimate defeat of this protective principle. To sccitra legislation that
shall represent the character nnd projress of the citizen It Is essential' that
nil disputes that mny arise between tho stato nnd Its citizens relative to an
law mint he settled by some competent nnd Impnrlul Icglslalvo body elected
by the voire of tho governed. Whntcvcr legislation Is to bo enacted, there
fore, with rcferenco to nny existing evil, must emanate primarily from the
innssed will of tbn people. To secure this, tho election or men who nio the
people's representatives Is absolutely necessary; but men who nro trammel
ed by parly oaths and have to that extent bartered their consciences nnd
liberties nro merely tools In tho hnnds of the clique Hint drew up the party
rules to which these men unreservedly subscribed; and they enn therefore
In no sense bo tho represcnlntlvs of tho will of the people. Such, however.
Is tho situation of tho local Itcpubllean enmlldnles. Why! all the minions of
the law were let loose long before tho primary elections nnd nomlnntlng
convention wero held and tbfe best men In tho community wore excluded,
being denlsd volco and vote- In matters of vllnl concern, not only to them,
hut to tho whole community as well.
Have not recent revelations proven tho despernto perversity of these
"mnchlno" methods? Havo they not shown Hint tho candidates who ac
cepted nomination under this tyctem are now. nnd would continue to lie
after election, not the servants of the public will, but the sworn satellites
of a political ring ? What consideration, therefore, need bo given to the
reputation for probity of any candidate who has stultified bis manhood to
this extent 7 Ah new Edwards has aptly said: "Vo should bo more con
cerned about tho personnel of tho Tlepuullcnn Central Committee than that
of tho Republican ticket."
Wo contend that tho result of this unlnwful practice is subversive of
good government and calculated to pervert all tho currents of civilized "
clcty. Vo protest against this using of tho law for purposes of coercion. We
protest against this degradation of tho good and this exaltation of the base.
Wc claim that thepo practices represent abuses nnd usurpations that demand
""thVconcertcd acllon of all good citizens (Irrespective of political creed) to
encompass tho overthrow of tho clement responsible for their excrclso; and
tho substitution nf new guards to sccuro tho future protection of tho rights
which Ihls unlawful Institution has assailed. Wo nro told by thoso who
defend this system that It Is perfectly legitimate. Wo pity their consciences.
It amounts to the bald statement that "whatever 1 3, is right"; hut whu'i
wo consider their specious arguments and debauching practices to cajole the
electorate, nnd witness tho Indulgence to shatno and disorder blatantly vouch
safed by tho very custodians of tho law; wo do not wonder that the potent
volco of consclenco hns been blushed for somo of them. Brown ami Vlda
hnvo given tho highest proofs of this. They havo shown that tley would
Join In perpetrating Injustice to others rather than forego their greed for
official plunder. Tho Sheriff, who Is In reality nothing moro than tho head
policeman, and whose oltlco Is an executive one, has usurped tho functions
nf tho Judiciary department, nnd hns In numeinus Instances constituted hint'
self n rou it or llrst Instnnco exercising mo grossest partiality. In case,
where men havo been arrested for tho same offenco ho has released somo
offenders nnd reserved others for tho Judicial consideration of tho district
magistrate, purely for political reasons. We bcllovo that any attempt to
delay or frustrate tho doing of equal justice Is fraught with peril not only
to this community but to the civilized world.
Ily these nnd other glaring acts nf dcspnotlsm ho has proved himself
unworthy of his official trust; ho hns forfeited his claim to the title of the
"public protector" and has earned for himself tho tltlo of tho "public ty
rant." There never was a more auspicious moment than tho present for
seeking to enlist tho services of the goo.l citizens of this community In
defense of tho laws, ol tho Institutions and Iho principles upon which society
depends. Rut how nro wo to regard those who by reason of their public
defenco of tho notorious official conduct nf Drown nnd Vlda. havo shqwn
themselves to be In sympathy If not In actual alliance with theso men?
They surely must nppreclato that they aro posing In the unfavorable light
of accessories; though tho public charitably ascribes their unenviable attl
'tude to party servility a Bort of blind belief In, and Implicit obedience tu,
their prophet chief: tho great "Mokanna" of local Republican politics.
