The charges made by Delegate Kuhio against Governor Frear have been re ceived at the Department of the Interior. These are the charges in which the Delegate from Hawaii protests against the reappointment of Frear as Governor, and were received in the mail a day or two ago. When the Bulletin correspondent called at the De partment this morning the Secretary in charge stated that he did not feel at liberty to make public the text of the Delegate's letter until the arriyal in Washington of Secre tary Fisher, who is expected here on October 10. It is understood in general terms that the Delegate, while not charging the Governor with specific malfeas ance in office, holds him responsible for slow progress toward American ideals in administration and govern ment, and that he is entirely out of touch with the senti ment of the people. It is also understood that the Dele gate takes up some transportation matters. The charges after being read by Secretary Fisher will be taken up with the President, and possibly a com mission named to investigate conditions, though it is understood that a secret investigation that includes the status of the sugar industry and labor conditions has been under way for some time by a Federal agent.
