t Associated Pres CaWe.l
WASHINGTON, D. C, March C
The war on the Democratic angar tar
iff hill. Introduced by Hoprescntotlve
Underwood of Alabama, has JtHt start
ed apparently. Today tlio House of
Itopresentalives adopted the minority
report on tho bill, and sent (he incis
ure bark to the Ways and Means
Committee to bo refrained and In
tome respects completely changed.
In the teport adopted by the houxo
scrlotiB' charges ore made, One Is to
the effect that the measure was t tin
outcome of a seirel compact between
tho Democratic party leaders andi the
Sugar Trust. It Is asserted by the
report that tho measure as originally
framed would have destroyed all hopo
of competition In tho angar markets
of the United Slates, and would have
thrown the entire Industry Into the
bands of tho trust without any
chance for the Independents to retal
iate. It would hove torved to crento
an Iron-bound monopoly In tho coun
try which could not have been broken,
sayB tho report.
In speaking nf'thc uotlon of the bill
UKn the beet RiiRar Industry, tiie mi
nority report declares that It would
have driven the beet-producers out of
business entirely and would havo kill
ed thnt part of tho sugar Industry ef
fectively. ORDERS UP NEW REVOLUTION.
CHIHUAHUA, Mex., March C.
General Orozco today Issued orders to
prepare for a fresh campaign against
the City of Mexico. According to tho
Instructions given to tho different
commanders the march against Ma
ilero's capital will begin Sunday, and
nil forces the rebels cat! muster will
bo called Into the field.
It Is certain that more than fifty
thousand men will bo mustered here
between now and tho time set for the
fctart and that possibly all of that
number wilt set out with tho column
when the time comes. There will also
bo Infantry and artillery, although tho
rebels here are but poorly supplied
with cannon.
Ambaaudor Urge Neutrality.
WASIIINOTON. D. C, March C.
The Mexican Ambassador today spent
several hours In close consultation
with President Taft, and Is said to
!mo been going over the entire sit
nation with the President. Whllo lit
tie or nothing definite regarding the
conference could be obtained It Is be
lieved that tho representative of tho
Mexican government here told Mr.
Taft that ho has reason to bellevo the
present crisis will pass and that the
conditions In his country will soon
return to the normal. Ho Is known
to havo assured the President that
Maderu Intends to make some
changes In his cabinet demanded by
the disaffected. Tho Ambassador
urges a stricter neutrality,
WOULD CAU8E INDIAN UPRISING.
GUAY.MA8, Mex., March, 6. One
of the peace commissioners sent by
the Federal government In an effort
to avert tho rising In various parts of
tho State of Souora, reached here to
day despairing of accomplishing his
mission. He stated that the dentin
cos are urging the savage Yaquls to
riso agalmt Madero, and are offering
the Indians lands and money If they
will sweep dowp Into the valleys and
murder the settlers, American and
Mexican. It Is more than probable,
says tho commissioner, that trouble
will be had with the Yaquls, who are
famous lighters and extremely blood
thirsty. TAFT GIVEN POWER TO
RE8TORE CITIZENSHIP.
WASHINGTON, D. C, March C
The Home of ItepreBontntlveR today
granted President Taft the power to
restore military and naval deserters
to the citizenship now taken from
them. The power extends only to
cases whore the desertion, Jakes place
in times or peace.

MANY THINGS
BEFORE BOARD
The Harbor Commission had many
things placed before It during the
regular meeting yesterday afternoon
but action was deferred on most of
them. A letter from the Governor In
formed the Hoard thnt unless thoro
was no other way to raise the money
he was agalnat tho Belling of city lots
to provide the funds for waterfront
Improvements. There aro only a few
lots left, continued the letter, and
these are wanted for (loverument pur
poses. The 0110 difficulty In connec
tion with the plan prtMiosed by Com
mlssioner James Wukelleld, suggests
the Governor, Is whether all the prop
erty should be purchased or only Just
enough for tho wharves nnd (racks.
Keferrlng to what Is known as .the
united States Military UU" the Gov.
ernnr stated that he hud tried mica
before to get tho Federal authorities
to turn this over to the Territory
again but had been unsuccessful. If
tho Commission supplies him with tho
necossary plans ho will take the mat
ter up again, however.
Tho Commissioners awarded tho
contract for the building of the Na
poopoo wharf to James D. Lewis, tho
price being 19115. This Is the lowest
bid out of five nnd Is $3000 below the
highest. Lewis Is n lllln contractor
and the details of his bid' aro as fol
lows: $7015 fur the wharf, $200 for
the shed, and $100 for the derrick, Na
pnopoo Is a landing on the west roast
of Hawaii, on one Bldo of Kealnkekut
Bay, where Captain Cook was killed
. Chairman Campbolllald before tho
Commission the plans for the new
Mnuua Ixm wharf, showing tho
Queen street and waterfront elova
tlons, the method of bracing tho
roof and tho general plan for tho
floor space. A call for bld Is to bo
made shortly and tho work will be
rushed ahead. Nothing has been net
tled yet as to what pavement is to go
on the wharf, but it Is thought that
bltullthlc may bo given a trial. Itoom
Is to be saved at he liwa Olid fur a
giant molasses tank, The molasses
wfll bo brought from tho Oahu plan
tation in tank cam and then taken
from the big tank direct to tho Bhlps.
l.inuo residents petitioned the Com
mission for a larger wharf at Nawlll
will as the present one Is too small
for tho needs of tho place. As soon
as the work now in hand for the Wai
moa wharf on tho other sblo of tho
Island has been completed, tho matter
will be taken up.
A report was made that Dr. J, 11.
Ituymoud, who baa large Interests In
the Ulitpalakua slopes on llaleukaln,
had torn down tho old warehouso ut
Miikcnu landing, Maul, and tho Com
mission is to bco what can be done In
tho matter. Cumpbell explained that
there was some complication over thu
matter of prlvute ownership ami that
he would bco what he could do in tho
mutter,
