The mad dog scare in Lyon county is
in the nature of a wind-fall to the aheep
men.

Most if not all of the early vegetables
old in this market are rained in the
vicinity of Emporia.
The case of E. Helper ts. J. B. Moon,
as sheriff of Lyon county, has been af
firmed by the supreme cooit.
Odd Fellows have their hall, which
will be one of the best in the slate with
suitable ante-rooms and a large front of
fice for rent in their part of the build
ing, while Mr. Lewis has arranged his
second story into three large and elegant
suits of rooms for office.
It strikes us that the Christian minis
ters of Emporia are neglecting a very
eligible field of discussion by failing to
favor the public with their views on the
round dance in its more recent and in
tensified forma. This dereliction, of
course, can be readily attributed to the
fact that they never attend public balls,
and are therefore ignorant of what, to be
fully apprehended, mutt be seen.

been enrolled at the State Normal since

fice betoken a boom in litigation. The
papers in a number of new cases have
been filed within the last few days.
J. S. Richardson has just sent to Roch
ester, New York, a large order for shade
and ornamental trees, which he will
plant in around his grounds east of the
Normal.

J. A. Jiaynard and family have re
turned to Emporia from Chase county,
and will again make their home in this

Rev. Dr. Cord Icy returned last Thurs
day from Eureka, where he bad been at
tending the Local Congregational Asso
ciation.
Rev. Mr. Hendy, pastor ot the Pres
byterian church will enter permanently
upon his clerical duties in this city on
the 17th inst.
Col. Epuraim H. Sanford, of the city
of Eskridge, gave us a call Thursday.
He reports the town as growing, and
will soon establish a paper there.
Mrs. Jesse Foster, of Allen creek, has
rented a handsome bouse in Kansas City,
and will shortly move to that place
where she will keep roomers and board
ers.
A grip-sack belonging to Mrs. Biddle
and containing different articles of ap
parrel, was among the contents of the
Santa Fe freight house burned Friday
morning.
Messrs. N. H. Garland, of the Missou
ri Pacific, Old. Baxter, of the Vandalia
Line, and Mr. Hayes, of the Lake Shore,
were in the city last week, advertising
their respective lines.
Charley Bundrum, who had been
absent from the city for two years re
turned a few days ago, and is now con
nected witn the Tremont nouse. lie is
much surprised as well as immensely
pleased wttu the growth ana improve
ment of the "old town."
The governor has appointed Hon.
John W. Loy, of Amcricus, as regent of
the State Normal school for the next
four years. Mr. Loy is an old and sub
stantial friend of the institution, is well
acquainted with it history and needs
and the appointment is a good one.
Mr. O. C Rodgers has been employed
by Mr. Guerrier to take charge of his
lumber yard at Eureka and entered
upon his duties last Friday. Mr.
Rodgers possesses all the qualifications
of a successful business man, and the
interests of his employer will be sub
served by this selection.

The attendance at the Normal is
greater than any of ns expected. New
students continue to arrive daily. Many
of these have been teaching during the
past winter, and have come here to better
At themselves for that profession. May
the day soon come when every teacher
in Kansas will seek professional train
ing.
Dr. Munsell, who represented Morris
connty in the legislature last winter, and
who is author of "Munsell's Mental
Science." will lecture at the Normal on
next Sunday, at 4 o'clock p. m. Subject
"The Christ of History." The Doctor
is a very interesting, and instructive
speaker. We hope the many friends of
the Normal will turn out, and fill the
assembly rooms.
The graduating class have organized.
G. B. Gallagher was elected permanent
president, and Miss Hassler, permanent
secretary. After the organization was
completed, the election of valedictorian
and salutatorisn was proceeded to with
the following result : For valedictorian,
Miss Bertha Dyche ; for saluttaorian, J,
T. Bradley. Both were elected on the first
formal ballot, a majority being necessary
to a choice. The election was made
unanimous in both cases. There were
nineteen members of the class present.

An extra, called tha iron train, has
been put on the Missouri Pacific, and is
employed in the transportation of rails
from St. Louis to this point, where they
are transferred to the Santa jre, ana

A petition is being circulated among
the stockholders of the Lyon County
Mutual Loan Association asking the di
rectors to call a meeting to enact laws
whereby a loan can be affected of the sur
plus funds of the association.
Electricity has come into vogue in
Russia as an agent ot torture. The Em
poria man who was informed, Thursday,
by its swift agency, of an impending
visit from his mother-in-law, bears cheer
ful witness to its harrowing properties.
Justice Culver set up the cigars to his
friends last Thursday. It would have
been money in the pockets of a good
many of the candidates for municipal
offices if they bad adopted the same plan
and curbed their generosity till after the
election.
The emigrant business on the Santa
Fe is looking up. Three well-filled
coaches went west Thursday, and the
bumpers of the east-bound freight trains
are still largely employed in depopulat
ing the mining districts of Colorado and
New Meiico.
The young men of Emporia must man
ifest exquisite discrimination in the se
lection ot their perfumery, judging from
the frantic efforts made by some of the
ladies to get their noses into the breast
pockets of their partners for the New
port and Racquet.

The shoe shop of E. Eynaston, on south
Commercial street, was entered by
thieves, one night this week, who robbed
the money drawer of three or four dol
lars. The petty burglars of Emporia
seem to be fixing np for sort of a boom.

class, and amendatory of chapter 100,
session laws or 1S72.
Be it enacted bg tlte legislature of the

SECTiox. 1. Section i, oi cnapter iuu,
session laws of 1872, as amended by sec
tion 2, chapter 65, session laws of 1873,
shall be ana the same is nereDy amenaea
so as to read as follows: Section 19. The
compensation of all city officers, except
justice of the peace and assessor, shall
be rezulatea by ordinance, out in no
case shall the mayor or any councilman
receive more than one dollar per year
for his services as such, either general or
special or for service on committees or
otherwise; nor shall any member of the
board ot education receive lor nig serv
ices as such more than one dollar per
vear. The council, by a majority oi ail
the mempera elect, to be enterea on tneir
journal, may remove for cause any offic
er except ine mayor, justice oi uie peace
or constable.
Sec. 2. Original section number 33,
article 3, chapter 100, session laws of
1872, as amended by section 3, chapter
bo. session laws of VfiA. is hereby
amended so as to read as ioiiows : Sec
tion 32. The cities coming under the
provisions of this act in their corporate
capacities are authorized and empower
ed to enact ordinances for the following
purposes, in addition to the other powers
granted by law : First, To levy and col
lect taxes tor general revenue purposes
nat to exceed ten mills on the dollar, in
any one year on all the real mixed and
personal property within the limits of
said cities, taxable according to the laws
of this state, the valuation of such
property to be taken from the assessment
rolls in the county clerk's office. Sec
ond, To open and improve streets,
avenues and alleys, make sike-walks,
and build bridges, culverts and sewers
within the city ; and for the purpose of
paying tor the same snail nave tne
power to make assessments in the fol
io wine manner, to-wit: First fsr open
ing, widening and bringing to grade all
streets avenues and alleys, ana lor build
ing bridges, culverts and sewers, and for
toot-walRs across streets, avenues and al
leys; the assessments snail be made on
all the taxable property within the limits
or the city, not to exceed Ave mills
on the dollar - for these purposes in
any one year; second, for making
and repairing sidewalks, the assess
ments shall be made on all lots and
pieces of property abutting on the im
provement, according to the front toot
thereof; third, for paving, macadamiz
ing, curbing and guttering all streets,
avenues and alleys, and for doing all
excavating and grading necessary for
the same, after said streets, avenues
and alleys hare first been brought to
grade as provided in the first subdi-
division of this section, relating to the
opening, widening, and bringing to
grade all streets, avenues, ana alleys.
and for all improvements of the squares
ana areas formed by tue crossing oi tue
streets. 1 he assessments shall be made
for each block separately on all lots and
pieces or ground to the center ot the
block, on either side ot such street or
avenue, tue distance improved or to be
improved, or on the lots or pieces of
crround, abutting on such alley, accord
ins ts the assessed value of lots or piece
of ground, without regard to the build
ings or improvements tnereon; which
value snail be ascertained by three dis
interested appraisers appointed by the
mayor and council. It shall be the duty
of said appraisers, within ten days after
proceed to appraise such lots ana
pieces of ground as may be designed
by the Council, . after having tak-
en and subscribed an oath to make
a true and impartial appraisement,
which appraisement shall be returned to
being notified of their appointments to
the city council at its first meeting after
same shall nave been completed, vv uen
said appraisment is returned, the mayor
and council snail appoint a time lor
holding a special session on some day to
be fixed by them to hear any complaint
that may be made as to the valuation of

CHURCH MOTES.
We are informed by Rev. Dr. Cordley,
who returned from the meeting of the
Local Congregational Association at Eu
reka, Thursday, that the reports of the
churches showed a good degree of pro
gress. Special interest was reported at
Dora, Neodesha, Fredonia, Bl Charles
and several other points. Among the
hopeful things was the revival of certain
churches which was counted "as good as
dead." There is quite an improvement
in the condition of the churches since the
last meeting several churches then va
cant are now well supplied.

The City Schools
Have settled down to quiet, earnest
work. There are only about ten weeks re
maining of the present school year. The
graduating class numbers seven.
two of whom are males and the
rest females. The class are gen-
erally well matured, and their grad
nation will do honor to our city.
The new building is progressing slowly.
The masons commenced putting on the
third and last coat Friday. It the work
is crowded the building can be ready for
occupancy by the first of May. The bell
was taken to the new building Wednesday
and will be elevated to its place by Mr.
Rich, under the direction of Jillson &
Holmes. It will not be long before its
mellow notes will be heard. Some of
pupils and teachers are anxiously wait
ing for the reports of the remaining
committees, as they would like to rectify
all mistakes the present term.

which has been precipitated upon the
reflective mind by the introduction of
the racquet and other malignant forms
of the "round dance.
County Superintendent Wharton has
appointed Friday, April 15th, as an "Ar
bor Day.' Is it not suggestive that our
city schools should adopt a similiar day
soon, and set out the school grounds with
shade trees t This can be done by hav
ing the pupils arrange themselves in
committees, each committee to set out
I one or more trees, and see that they are
cared for during the season. Let ns
have an arbor day in the city not only
for the school grounds but for every
public building in the city or county.

The new Lewis block, near the court
house, is approaching completion. It
is one of the most substantial as well as
one of the handsomest business blocks
in the city. Everything about the build
ing looks at if it was put there to stay.
It ia fronted by the best side walk in
the city. The north, half of the build
Ing belongs to the Odd Fellows. There
are two buaineas rooms, each one hun
dred feet deep on the first floor, and

Eureka had a fire Monday. A small
frame residence had the roof and top

paid for waiting. The sermon, from
John 12:48, though only twenty-three
minutes long, was a literary gem, and
was read in the Doctor's usual happy
style. . . .Wednesday at 9 a. m. the asso
ciation convened for work. H. A. Brun
drige, of Altoona, was elected modera
tor, and J. M. Lau Bach, of Burlington,
secretary. . . .Galesburg Congregational
church was received into this associa
tion. Rev. John Maynard was dismissed
from this to any association he might
select.... Literary work was then taken
ud. and Rev. Adams was called, for an
exegesis ot 1 Peter 2 :25, and 1 Peter 4 :1
He stated that after examining these
passages he thought it best not to pre
pare an exeeesis, and did not think it
best to tell why. He then proceeded to
read a thoughtful, scholarly production
on "Some elements of Ministerial Suc
cess." At the close of his paper verbal
