Kentucky has npt been engaged iu any enter prises of a public character which have called for d large expenditure of money .and a worse than depleted treasury can only be the result of either bad legislation or peculation. We can not believe it to be caused by the latter. If the former, it is in the power of our legislator torero dy the evil, and we say that one of the first Steps to be taken in the way of reform is a rigid investiga tion of every " t'epartmenV df the Slate government which handles a cent of the public fnnds.
