Prejudice Halts Chicago
Public Housing Program
CHICAGO (ANP) Racial
prejudice, hate and revenge are
blocking a decent public housing
program for Chicago, Aid. Archibald
J. Carey Jr. charged last week as
the city council housing committee
threw the housing question back
into the laps of the Chicago Housing
authority.
Carey made these charges after
the committee failed to recommend
any new sites for public housing af
ter a nine-member sub-committee
had taken a citywdde “tour” of va
cant lands in Chicago.

Chicago is eligible for 10,000 public
housing units this year if it ‘ever
can get some land approved. In the
city’s slum clearance program it
has to build on vacant land first be
fore it can tear down any slums.
The city housing program calls for
40,000 housing unit under the feder
al housing act of 1949 which gives
the nation a total of 810,000 units.
Originally the OH A recommended
last month seven sites for the build
ing of 10,000 units, Chicago's re
served quota for its first year. The
city rejected five of these sites and
approved only two—both in Negro
areas The council decided it would
take over the selection of sites, and
last week’s fiasco is the result.
At the council housing committoe
meeting, attended by Mayor Ken
nedy, all kinds of factions charged
and countercharged one another
with such names as spite, revenge,
prejudice.

drinks too many, and an itchy trig
ger finger proved too much for Fred
D. Slaten, probationary police offi
cer, last week.
Bolstered with his service revolv
er while off duty, Slaten staggered
through the streets blazing away
with his gun and insults during a
half hour of terror. The result was
one man dead, and numerous people
scared stiff.
Slaten, judged by physicians as
suffering from acute alcoholism and
by the police department as "ab
solutely” drunk, has been suspend
ed from the force, and is being book
ed as a murder suspect and for as
sault with intent to kill. He la also
accused of destruction of property
and discharging of a firearm.
Death victim of Slaten’s wild
spree was Moten L. Land, laborer,
whom Slaten shot in front of his
home at 2950A Cass ave. bind step
ped in front of the policeman, ac
cording to witnesses, to enter his
home when Slaten shoved him and
shot him. He was taken to the
Homer G. Phillips hospital where he
died of a bullet wound in the stom
ach.

SENTENCE HIKED

British High court has dismissed the
appeals of American-educated Dr.
Kwane Nkrumah, publisher of tho
Accra Evening News, and head of
the nationalist People’s Convention
party.
Tast month be was sentenced to
serve a year in Jail for his part in
the January strikes. Last week, he
was sentenced to another year on a
charge of writing newspaper edi
torials of a "disloyal” nature.
Paul Tagoe, one of the strike lead
ers, had his sentence reduced from
one year to four months.

Demanded For St.
Louis
ST. LOUIS (ANP) City re
creation centers with no jimerow
whatsoever was demanded here last
week by city councilman and the
Interdenominational Ministers’ al
liance.
These demands were made upon
Mayor Joseph M. Darst after the
city council majority report recom
mended “gradual” ending of segre
gation in city recreation spots. By a
vote of 8 to 6 the council passed
this recommendation opening swim
ming pools at and Mullan
phy community centers to all
groups. Otherwise the old jimerow
pattern is to remain at the other
centers. *

Heading the assault upon this ac
tion was Councilman C. B. Brous
sard, Negro member who wrote a
minority report for the council. In
his report he said:
"It seems to the minority group
that the council ought to announce
a policy of nonsegregation, not to be
gin tomorrow, or even this summer
but a policy of nonsegregation at
all city recreational centers so that
the council will have a high aim to
shoot at with it educational pro
gram.
"The Council on Human Rela
tions by a majority of two votes re
versed its previously annoufeced
policy of nonegregation to one of
segregation in several areas of the
city's recreational facilities. Great
injury to the cause of human rela
tions will result should you follow
the majority recommendation.
N.Y. BILL PUT LIFE
TERM ON SEX
OFFENDERS
NEW YORK—(ANP) On Wed
nesday, the New York Assembly
unanimously passed Gov. Thomas E.'
Dewey's recommended bill providing
for undetermined sentences up to
life for sex criminals. It was one of
the last bills passed by the legisla
tors, before their 1950 closing.
The bill provides for expansion re
search programs dealing .with sex
offenders and the transfer of psychi
atric services from the Department
of Correction to the Department of
Mental Hygiene.

Longshoremen
Defeat Boss Ryan
NEW YORK (ANP) Negro
longshoremen on the Brooklyn
water front scored a thumping vic
tory over candidates backed by
Joseph P. “Boss” Ryan, president
of the AFL International Longshore
men's association last week. The
vote w’as 230 to 86.
The fight between local leadership
and the international union over
job discrimination has been in pro
cess for several years. Last year it
reached violent proportions. Ryan
charged the union had turned “Com
munist” and the union’s leaders said
Ryan was taking their jobs and giv
ing them to White members.
The results were announced last
week by Cleophas Jacobs, president
of Local 968, who hailed the victory
as proof “the members of our local
are solidly behind us in our struggle
for equal job opportunities on the
New York waterfront.”
Ryan had no comment. The local
is 99.9 per cent Negro.
