Last week I wrote about a pos
sible imooster who, by inference
rather than direct statement, rep
resented himself to be connected
with Social Security.
Since then I have had another
call from a lady who reported
that a “woman with a sweet
voice” had called her. The “sweet
voice” said that they were con
ducting a “national survey” of
employed persons under 50 years
of age. The lady said, “Well that
lets me out because my husband
is well over that age.” Again the
inference was that this survey
was in connection with Social
Security. It so happens that an
other lady whose husband was
under 50 was asked a lot of ques
tions about her husband’s earn
ings, type of work, name of em
ployer, number of chldren. etc.,
etc., etc.
For your information the So
sial Security Administration, nor
any other government agency
that I know of, is conducting any
such “national survey.” To begin
with the government is not in the
habit of conducting surveys by
phone asking any such confiden
tial information. If a survey were
to be conducted by a government
agency, it would always make its
name and purpose known before
asking any such personal and
confidential information. The
government relies on records of
the Bureau of the Census for its
data not telephone calls.

personal information unless you
know the person with whom you
are talking.

Men And Women
Negro Agents
Ten Negro agents serve their
farm people in 10 Florida coun
ties and there are 12 women
agents in 12 counties, some in the
same counties as are the men.
Last year the agents spent 1,T61
days working with adult farmers
and 1,840 days visiting farms and
homes. The county agents also
spent more than 1,000 days with
4-IH members. Nine 4-H encamp
ments were held with 211 boys
attending. Negro 4-H members
won eight national awards. This

Dear Neighbor:
One of the surprises of your
Congressman's “sidewalk survey"
was provided by the answers re
ceived to the question about re
ducing individul income taxes.
The fourth question on the
“sidewalk-survey” was: “If by
next January it appears that the
budget still cannot be balanced,
would you nevertheless favor in
dividual income tax reductions?”
This question was prompted by
the fact that under the law, which
was enacted a few years ago.
such a reduction was to automat
ically go into effect in January,
1954.
Tabulation of the survey thus
far indicates that 60 percent of
the people participating in the
poll would not favor individual
income tax reductions if it ap
pears that the budget could not
be balanced. Thirty-seven percent
of those interviewed and who
mailed in their opinions would
favor such an income tax reduc
tion, while only three percent
failed to register an opinion.
Such a reaction is of course
surprising in itself. One is led by
self-styled experts of human na
ture to believe that “the people”
want their income taxes reduc
ed. Certainly, we all desire any
easing of the individual tax bur
den that can be had, but they
may be conditions under which
we will forsake such action. Bal
: ancing the budget seems to be one
'of the conditions the “experts”
failed to figure on.
How did some of the folks in
voting against a reduction in the
income tax, if the budget appears
unlikely to be balanced. A lady in
North Miami said she would rath
er have in increase in the amount
of exemptions. A gentleman in
Homestead stated he would rath
er see an elimination of some of
the hidden taxes. Many feared
that any individual income tax j
reduction, while the budget re- I
mained out of balance, would J
only cause a new tax to be levied
against the individual. Some folks
mentioned the rising talk by the
administration of a National gen
eral sales tax, and they felt they
stood to lose more by the enact
ment of that type tax than they
would gain through individual in
come tax reduction.
Os the 37 percent who favored
an income tax reduction next
January, many felt that when you
reduce revenue you reduce spend
ing and when you reduce spend
ing you can balance the budget.
Many others who favored the re
duction felt, as one gentleman
put it, “we were promised tax
reduction in the last National
election.”
Next week your Congressman
will discuss the reaction to the
survey question on enactment of
a Federal general sales tax.
