(NC Photos) Prospects Held Dim U. N. Will Act to Help Refugees PARIS (NC) The chances of United Nations aid for the mil lions of refugees in Europe remain ed slight as the General Assembly sessions dragged on here. Items 30 and 31 on the General Assembly agenda are concerned with the problem of the refugees and the dismantling of the Inter national Refugee Organization. But prospects for energetic action are dim. The life of IRO was twice ex tended by U.N. action, but it comes to an end on January 1. 1952. Its U.N. appointed successor is the Of fice of High Commissioner for Refugees. But this office is empow ered merely to provide legal pro tection for the homeless, not to as sist refugees to emigra'e where they might find a home and em ployment. The IRO has already turned over the problem of the care of more than 100.000 certified displaced persons to the harassed local au thorities in Germany. Austria and Italy. Each night additional ref ugees wriggle through barbed wire and mine fields to escape to the west from coTmunist-domi nated countries. speaking minorities driven from their former homes in Poland, Czechoslovakia, Hungary and Ru mania by the Potsdam decision of the Big Three in 1945. For many of these people migra tion is considered a must. The skilled manpower of Europe, more over, is still needed to strengthen the labor force of countries of the New World, especially in Latin America and Australia. What is needed is a mechanism of mass mi gration with permanent offices in the receiving countries. The Vatican has shown acute in terest in the task of finding homes for Europe's refugees and excess peoples. It has organized the Inter national Catholic Migration Council with an American, James J. Norris, as chairman. A letter from Msgr. Giovanni B. Montini, Papal Substitute Secre tary of State, read at the eighth meeting of IRO’s General Council at Geneva, declared: “It is earnest ly to be hoped that, since the urgent problem of refugees and of overpopulation still remain far from solution, international assist ance might continue to be provid ed to relieve the consequent hu man misery.” -------------------o-----,-------— Dies After Red Release HONG KONG—(NO Belgian born Bishop Leon Jean De Smedt of Siwantze. This opinion is expressed hy Congressman Eugene J. McCarthy, of Minnesota, a Catholic and the father of three young children, in an article. “Morality in Govern ment.” published in the Dec. 14 is sue of The Commonweal magazine. He concludes first that the gen eral level of morality of the nation must be raised and asserts that while this is an individual prob lem it also is one which is the re sponsibility of government. Sec ondly, he calls for a rise in ethical standards in business and the pro fessions “for the effect that im- Woman Canonist Teacher’s Position Considered Unique NEW YORK (NC) A 41 ycar-old Austrian woman has left here to resume the duties of her unusual post of assistant professor in canon law at the University of Vienna. Miss Leitmaier said she did not consider her position as an in structor in canon law too strange. Yet she admitted she knows of no other woman in the world serving as a canon law instructor. In fact, her memory had to roam back to the thirteenth cen tury until she could find a parallel. At that time the daughter of a famous canon law professor, nam ed Andrae, filled in for her father several times at a university in Bologna when her father was sick. He also went to Leningrad where he had heard that a priest was of ficiating. but again found that the church had not been used for some time. In Odessa, where it was said the people were conducting services without a priest, he found the church locked up. Sir David also said that a few priests were reported to be functioning “here and there.” The Catholic Church was regard ed as the mortal enemy, the for mer envoy added. Otherwise “the Soviet Government has as many policies as it has religious denom inations to deal with.” Summing up. Sir David said that the Communist Party is hostile tn all religion, but for tactical rea sons it has re-established the Or thodox Church. It is working on the young to kill all religion by the next generation. o----------------- Centenarian Pictured on her 100th birthday, Sister Mary Francis of the Moth erhouse of the Third Order of St. Francis, at Williamsville, N. It is significant that in almost every case in which an accused public official has attempt ed to defend himself, he has ar gued that his actions were fully within the bounds of accepted practices in the business world, in the legal profession or in some other professional group.” Representative McCarthy asserts that the low moral standards of the day stem principally from the conduct of men in public life, and in turn, their conduct is governed principally by the norm prevail ing in the professions. He com ments: “Philosophical and reli gious beliefs do affect conduct. When the Chief Justice of the Su preme Court declares that the only absolute is that there are no ab solutes. and when recognized re ligious and philosophical leaders lend their names to a declaration of their faith in man ‘to make bis way by his own means to the truth which is true to Him,’ we should not be shocked to find the people generally, and some government officials, making up a few rules which are convenient to their own purposes.” o----------------- Club Selects .Joseph Breig’s Book on Devil CLEVELAND (NC) “The Devil You Say!” by Joseph A.
