operative efforts of individual cit
izens and action by the State and
local governments. It also requires

mined that the Federal govern
ment shall continue such policies.

eral legislation effectively to se
cure these rights to everyone: (1)

eral civil rights statutes and to
strengthen the administrative ma
chinery for the protection of civil
rights.
Migratory If or hers
We advocate prompt improve
ment of employment conditions of
migratory workers and increased
protection of their safety and
health.
Migratory Children
The nation as a whole has a re
sponsibility to support health, ed
ucational and welfare services for
the children of agricultural migra
tory workers, who arc now entirely
without such services while their
parents are engaged in producing
essential crops.
School Lunches
We will enlarge the school lunch
program which has done so much
for the millions of American school
children, and charitable institu
tions while at the same time bene
fiting producers.
Our national system of social
security, conceived and developed
by the Democratic Party, needs to
be extended and improved. We fa
vor further strengthening of old
age and survivors insurance
through such improvements as in
creasing benefits, extending them
to more people and lowering the
retirement age for women. We fa
vor the complete elimination of the
work clause for the reason that
those contributing to the social se
curity program should be permit
ted to draw benefits upon reaching
the age of eligibility and still con
tinue to work. We favor a stronger
system of unemployment insur
ance. w'ith broader coverage and
substantially increased benefits
including an allowance for de
pendents
We also advocate a resolute at
tack on the heavy financial hazard
of serious illness. We recognize
that the costs of modern medical
care have grown to be prohibitive
for many millions of people. We
commend President Truman for
establishing the non partisan com
mission on the health needs of the
nation to seek an acceptable solu
tion of this urgent problem.

before the election a front-page
statement that Catholics want a
fair share of the school taxes they
pay so they can maintain their
own schools, but that they ‘‘do not
want one red cent of Protestant
money.”
Subsequently Bishop Martin M.
Johnson of Nelson told a Knights
of Columbus banquet that Cathol
ics seek only the money they
themselves pay as school assess
ment, for support of their schools.
"We do not ask that public funds
be used to subsidize our religious
schools,” he said.
The Rev. H. 1. Bader, editor of
the British Columbia Catholic said:
"The Former Minister of Educa
tion’s statement that private
schools are a threat to democratic
unity, made publicly twice during
Easter week, was a death blow to
the Liberal Party in British Colum
bia.” he asserted.
"Catholics everywhere waited,
anxiously to hear a retraction, but
it never came." he continued.
Other observers pointed out that
on the school issue the Catholics
did not stand alone, hut had the
hacking of many other Christians
alarmed at paganization of the
•school system.
