But authorization for "new starts” will probably be limited to school projects in defense housing areas, and to projects '’esigned to replace facilities destroyed by fire or similar catastrophe, and to re lieve serious overcrowding. This picture was drawn by Earl McGrath, U.S. Commissioner of Education, in describing effects of steel allotment revisions by de tense agencies, made as a result of the'long steel strike. The U.S. Of fice of Education is the "claimant agency” for critical defense ma terials in the education field. Dr. McGrath foresaw a possible delay of two or more months in securing acceptance of orders by steel suppliers. He also saw a possible delay of two to four months in obtaining delivery of steel or-some allotments already made for the October through De cember quarter, and the first quar ter of 1953. We knew already that Catholics throughout the world, and man kind generally, had been too slow to heed Our lady's admonitions, and that therefore Russia contin ued to spread her errors, “giving rise to wars and persecutions,” as the Virgin had warned. Secularism for years had bottled up and brought almost to nothing the message of Fatima. People had| not stopped offending God. They| were not praying the Rosary. They were not receiving Communion on the first Saturday of each month. They were not wearing the Scapu lar. they were not consecrating themselves to the Heart of Mary. Nevertheless, there was no rea son for despair. The message had at least reached the United States, and American Catholics were be ginning to respond. Had not we opened our front door one day to admit a tall, dedicated young priest named Father Peyton, who had vowed to persuade ten mil lion people to say the Rosary dai- And even if he hadn appeared, still we would have been confident that our kindly underground move ment would succeed. For Our La dy had said. In the end. my Im maculate Heart will triumph. The Holy Father will consecrate Rus si to me. Russia will be convert ed. and a time of peace will be granted to mankind.” Now it is 1952. We have waited a long time. But the tide of the world has turned. Millions are praying the Rosary. Hundreds of thousands are receiving Commun ion on the lust Saturday. And' Pius XII, the other day issued an apostolic letter addressed to the peoples ol Russia, specially conse crating them to the Immaculate Heart. We were folding and packingl thousands of leaflets which toldl the story of Our Lady of Fatimal and her messages to three shep-l herd children. Whether the Communists then will realize that they are bunglers in the art of revolution, I do not know. But they are. Like history's other terrorists, they have never understood that the Great Revolu tion has been going on for twenty centuries, that it is unstoppable, and that it is manned for the most part by obscure and apparently helpless people. I I We five were not alone in our I gentle but irresistible conspiracy I The one real underground move ment dates back to the birth of a Baby in Bethlehem. We looked forward to the! day when the Holy Father would consecrate Russia, i n a special! manner, to the Immaculate Heart of Mary. BUYERS7 John J.
