These were among the means suggested bv the first Inter national Congress of Catholic Jurists to stem the world-wide spread of the evil oi divorce Held at the ancient Royaumont Abbey near here. 100 legal experts from all parts of the world dis cussed family problems. To bring about such a change, they added, the public would be enlightened about the evil effects of divorce. In regard to such enlighten ment, the Congress declared, the role of the Catholic jurist should not be to avoid divorce cases but to make his influence felt by the advice he gives to persons seek ing divorce. The Congress went on to score the unwillingness of many courts to apply already existing laus that tend to restrict divorce. The Congress also warned against the abuse in certain countries of the adoption of children whose parents are still living. It stated that the law of charity was the true law in this matter. Under it, it said, abandoned children find a family and the adoptive parents satisfy their legitimate desire to have a family. Discussing ways to aid fam ilies financially, the Congress pointed out thet every man should be eble to earn a living not only for himself but elso for his femily and that mothers should be able to remain with their children and not have to work outside the home. Means of paying a man a family wage, the Congress stated, include the proper use of indirect wages and of reserves set aside for this purpose. Special money payment s should be made for mothers, it added. Tax exemptions, moreover, should not be dependent on a fam ily’s acceptance of types of as sistance that deprive it of its free dom, but should be a matter of public policy.
