clearly or forcefully than that. He

Is Proposed

call a White House Conference on
Education under the terms of a
bill introduced in Congress by Sen
ator H. Alexander Smith of New
Jersey.
The measure would authorize ap
propriation of $1,500,000 for a
meeting of “educators and interest
ed laymen from all parts of the na
tion” to consider and report to the
President “on significant and
pressing problems in the field of
education The money would be
appropriated to the States in pro
portion to population, to help them
hold local meetings to discuss edu
cation problems and to prepare
recommendations for the national
meeting.
The bill also would authorize ap
propnations to the IS Commis
sinner of Education in three con
secutive fiscal years, to help him
plan hold and publish the results
oi the conference.
Another bill introduced by Sen
ator Smith would create a National
Advisory Committee on Education
in the Department of Health, Edu
cation and Welfare Its nine mem

against, or will not work for, a
world community ruled by law, are
going against God’s will, and are
opposing something demanded by
the very nature of men and women.
Yet the fact remains that not a
few Catholics continue to be nar
rowly nationalistic, jealous, suspic
ious of other countries and other
peoples, and antagonistic to every
move in the direction of a world
order. What is most distressing is
that among these short-sighted
people can be found Catholic writ
ers and Catholic editors of consid
erable influence.
These men turn every which
way in search of justifications for
their unCatholic position. They
will tell you that the Pope is in
fallible only when he speaks ex
cathedra as if the Church had no
teaching authority at any other
time. They will allege that the
Pope is talking about an ideal or
ganization impossible in our time
although he spoke plainly of “a
community of peoples which today
has been partially realized.”
These opponents will argue that
one nation or another won’t go
along ignoring the fact that the
Holy Father recognizes that prob
ability. but appeals to us neverthe
less to go ahead with the business
of world law and world organiza
tion Or they will say that Amer
ica (if they he Americans) must
not surrender a jot or tittle of her
sovereignty, although Pope Pius has
said clearly that no nation can be
sovereign in the sense of complete
ly unlimited, and has warned that
“sovereignty is not a divinization
of the state, or omnipotence of the
state ...”

years now since the Holy Father
laid down the spiritual and psycho
logical requirements for peace_
an end to hatred, an end to suspic
ion, an end to distrust, an end to
the small-mindedness and the nurs
ing of old grudges and prejudices
which keep nations apart when
they are not at one another's
throats. But "none so blind" as they
who will not see humanity for what
it is, one family, and will not stop
sniping at every effort to heal its
quarrels and divisions.
What in the world do these peo
ple want the Pope to do before they
will consent at least to give ser
ious consideration to his guidance’
Is there anything possible to him
that he has not done, over and
over?
There is no subject, 1 am sure,
on which he has spoken out more
often or with more force than on
world organization. He blessed and
encouraged, in 1951, the members
of the World Movement for World
Federal Government He carefully
defined the form which such gov
ernment should lake.
Ijist October, addressing the In
temational Congress of Penal aw.
he said that there must be esfah
lished a world criminal code, with
provisions for enforcement, and a
court with jurisdiction reaching
into individual nations, in order that
aggression and war atrocities may
be punished,, and future inte-na
tional criminals deterred.
Then, in December, he spoke to
delegates’ of the I'nion of Italian
Catholic Jurists, and urged that
there be created a world common
ity under law—a community willed
by the Creator and demanded
by the nature of man: a commim
nv furthermore which already ha
been "partially realized.”
Finally, the Holy Father, in mcst
urgent terms, called lor immediate
establishment of a European I mon
and emphasized that the time tor
hesitation is long since past

deaf .”

wave of juvenile delinquency on
comic books, Federal Bureau of In
vestigation Director John Edgar
Hoover has suggested the drawing
of a “sharp distinction” between
the comic books which glorify
crime and those which have educa
tional value.
As guest editorialist for the Feb
ruary issue of ('atholic Men,
monthly publication of the Nation
al Council of Catholic Men, Mr.
Hoover pointed out:
“Any printed matter which
presents a glorified picture of
crime and criminals may be dan
gerous in the hands of the un
stable or maladjusted child. On
the other hand, comic books
which teach that truth, charity
and humility are virtues to be
sought, that morality is ever-tri
umphaat over sin, may have a
wholesome effect upon youth.”
Habitual reading of crime comic
bonks may be more of a contribut
ing factor than a cause of crimes
committed by boys and girls, he
said in the one page editorial en
titled. "Comic Books Contribut
ing Factor to Crime.”

lic writers and editors met here to
discuss their joint problems and
tasks.
The sessions were opened by
Archbishop Andreas Rohracher of
Salzburg who pointed out that
(atholic publicists of both coun
tries face not only similar political
issues but have also to deal with
the same questions in the fields ot
education, family legislation and
marriage.

Gospels in a new tactic designed to deceive poorly educated
peoples in Soviet satellite countries into thinking that Christ
ianity and communism are entirely compatible.

Christian Faith, the new Moscow

kov has resorted to the device of
giving Catholics and other Chris
tian believers versions of the Scrip
tures which portray Christ as the
friend of communism.

Nikolai 'has been advising the
Kremlin on religious policy since
the early 1920’s. In the 1930’s he
became one of Stalin's intimates.

trips to the capitals as a Red
“peace” propagandist. He recently
attended a "peace”” congress in
Vienna, Austria, at which he urg
ed Christians of the world to
oppose the rearmament of Ger
many.
