The Monsignor told the Senators that he was in accord with the statement of Washington's Arch bishop Patrick A. O'Boyle that “the United Nations, in spite of its im perfections ... is, humanly speak ing, the last best hope of interna tional peace.” and the statement of President Eisenhower that “the United Nations deserves our con tinued firm support.” Th* Monsignor proposed for "serious study" by th* Senators the recommendation of the Cath olic Association for Internation al Peace that "there should be throughout the Charter, underly ing the structure and actions of the United Nations, recognition of the basic principle that no stat* is absolutely or unqualified ly sovereign, that under the mor al law the commox good takes precedence over divisive nation alism." He recalled the words of His Holiness Pope Pius XII that “the Catholic doctrine on the state and civil society has always been based on the principle that, in keeping with the Mill of God. the nations form together a community with a common aim and common du ties." Monsignor Horrigan said unless this basic principle is recognized, it would be difficult to “move on to two very specific and necessary reforms the UN Charter” which are: “1. To strengthen the Interna tional Court of Justice with com pulsory jurisdictional powers. Ul timately, the willingness to accept compulsory arbitration will have to be introduced as a condition for membership. “2. To find the means of cor recting the basic weakness of the United Nations as constituted at present, that is, its lack of effective executive power to enforce any ma jor decisions.” |f*clr tuede and Multi Suede witk platform*. Congressmen Urged To Work For U.N. Recognition Of God LOUISVILLE, Ky. (NC) A “fervent hope that the United States will exercise its influence in every possible way to the end that the United Nations organization will finally be based upon a recognition of God and the moral law” was expressed by Msgr. Alfred F. Horrigan in testimony before a U.S. Senate subcommittee here. Senators Alexander Wiley of Wisconsin, chairman: John Sherman Cooper of Ken tucky and Guv M. Gillette of Iowa conducted the fourth in a series of grass-root hearings here, seeking a sampling of the people's: opinion concerning proposed re vision of the United Nations Char ter. a modification of th* veto pow er in the Security Council and recalled this was recommended by the Vandenberg resolution of 1948 He said this would elimi nate th* veto on admission of now members and on the pacific settlement of disputes. The college head said serious consideration should be given to altering the system of permanent Council membership, and pointed out that now the permanent mem bers are the major allies of World War II. The Monsignor said that as far back as November, 1945, the Cath olic Hierarchy of the nation in their annual statement pointed out the defects of the Security Council. BROAD ST. said the Bishops commented that the UN Charter “does not provide for a sound, institutional organiza tion of the international society” and that the Security council pro visions “make it no more than a virtual alliance of the great powers for the maintenance of peace.” In his recommendation that the UN use its influence for a recogni tion by the UN of God and the moral law. Monsignor Horrigan told the Senators: “The fatal weak ness of our present system is dramatized as we witness the Sec retary General or any other em ployee of the United Nations sol emnly swearing an oath unrelated to any Creator, Lawgiver or Judge.” Joe Breig Saye. He said that in order to protect na tional sovereignties, we must have enforceable international law. Oth erwise, he said, aggressor nations will always be violating the sover eignty of other nations. Italian Defense Minister Paolo Emilio Taviani said just recently that the Communists are promot ing the “false issue” denounced by Mr. Hammarskjold. Taviani said that Europe's Com munists have adopted loud nation alism as their tactic to prevent the union of Europe. Taviani added that it is “an ar tificial argument” to place nation alism and European unity in oppo sition to each other. He explained. “European unity does not mean elimination of nations or national sentiments. The Marxists of yes terday made the idea of elimina tion their own. It was and is in human. “Marxists today, Europe Marx ists that is, have suddenly donned the cloak of nationalism fol lowing their established axiom that the end justifies the means.” The Communists have gone na tionalist Taviani remarked, be cause they know that a united Eu rope “means the salvation and strengthening of the individual nations.” Thus we see that there is no con flirt between the right kind of in ternationalism, and the right kind of nationalism. Both are neces sary. Neither the Pope nor any sensi ble person proposed that all the world become one state, with one government. No what is proposed is a community or family of co operating free nations, acting to gether under international law to establish and preserve peace and the common good. WHY DO I THINK it is possible to accomplish this? I think so because I trust in God's Providence. We have His special promise that He will help us in this matter of peace. He sent His Mother to give us that promise when she appeared to the shepherd children at Fatima. She pledged that “in the end my Immaculate Heart will triumph, Russia will be converted, and an era ot peace will be granted to mankind.” Why, then, should we not be confident? Why should we not pro ceed to follow the Pope's program, and work for international law and order? YOU POINT TO Soviet obstruc tionism, perhaps. But Russia is go ing to be converted -perhaps in this Marian Year. When that mo ment comes, then will be our great opportunity. We must be ready for that mo ment. We must resist the temptat tion to retreat into a surly exag gerated nationalism- to become, in the end, obtsructiomsts like the Soviets. We must be prepared, upon Rus sia's conversion, to transform the UN into the complete Family of Nations for which the Pope is call ing. When that Family of Nations is functioning, the world will know such peace and prosperity as it has not dreamed of. We shall be able, with atomic power, to raise standards of living every where. We will bind up the world’s wounds, feed the hungry, instruct the ignorant, heal the sick -we will spread across the earth the cor poral and spiritual works of mercy. 1 know as well as anybody what a brutal, horrible age we live in But I know too. what heroism that age has produced. Our martyrs have not died in vain Our I^ady has not in vain appeared for our guidance and inspiration 1 think we are approaching a (.olden Age of Mary, and I believe the Pope's Peace Program is a great instrument of that age. Father Gerard M. McKernan, a Scarboro foreign missionary of Toronto, was released through negotiations carried on with the Chinese communist delegation in Geneva, it was reported here. Be fore the negotiations in Geneva, the priest had tried unsuccessful ly for several years to obtain an exit visa. Since 1947, Father McK*rnen served as a representative in China for War Relief Services— National Catholic Welfare Con ference, th* worldwide relief agency of the American Bishops. In that capacity he had super vised th* distribution of vast relief supplies donated by American Catholics for China's needy. When the Chinese com munists consolidated their con trol of the China mainland they barred any further relief sup plies from American Catholics. Father McKernan was named executive secretary of the Catholic Welfare Committee of China early in 1950. He succeeded Father Frederick McGuire. C. who was recalled to the United States by his religious superiors and has since become executive secretary of the Mission Secretariat in Washington, D. The project will receive special attention at the National Marian Congress to be held here October 8 to 12.
