Richard, who served nearly 65 years as a missionary in the Upper Great takes region of Ontario, died at the age ot 100. He was understood to be the oldest priest in the Society of Jesus. A native of Montreal. Father Richard was ordained in 1886 and began his work among the Indians immediately. He mastered a num her of Indian languages, and work ed to preserve them unspoiled by innovations. Father Richard’s last assignment was at the Jesuits’ St. Stanislaus’ Novitiate here. Men Aug. 13-15 Men Housing Conference, Dr. William L. C. Wheaton said there are 15 million substandard homes in America today. He called for a building program of at least two million housing units a year for the next ten years to halt the spread of slums. Only 35,000 units a year are in cluded in a Federal housing bill now before Congress, it was noted. Recent legislative moves suggest that public housing will be cut completely barring a compromise between the House, which rejected the 35,000 units, and the Senate which authorized them. The present bill stands in com parison to the 1949 Federal Hous ing Act which provided for the construction of 135.000 units a year up to a total of 810,000 units over a period of years. Legislators speaking before the National Housing Conference meet ing stressed the effect of poor housing on the moral life of per sons—particularly children—living in slum and substandard areas. The U.S. will have 17 million substandard islum-level) homes by 1970 at the current construction rate, a University of Pennsylvania professor of city planning reported. Outlining a study of housing needs made for the National told the delegate*. Governor Theodore R. McKeldin of Maryland warned that slum con ditions are "a source of national weakness’’ and leave an opening wedge for communist activities in spreading discontent. ‘‘As a public official I have seen with my own eyes people ^unk so deep in misery that they are in capable of feeling a generous emo tion to this or any other country,” he said. “Bad housing was not their Obstacles €Sitel That Block Negro Small Businessman NEW YORK (NC) “An iron curtain of difficulties” sur round the Negro venturing into the small business field, said one suc cessful Negro businessman. These difficulties call for ‘‘an abundance of energy, zeal, ambi tion and courage,” Mathieu V. Boutte, a founder and former pres ident of the Catholic Interracial Council, told a CIC forum here. An independent pharmacist, Mr. Boutte said that in addition to the problems which face all small bus inessmen, the Negro faces: DA restricted area in which to locate his business. 2) Earning differentials which make it difficult for him to ac cumulate sufficient capital to ven ture into business for himself. 3) Difficulty in obtaining loans on terms available to whites. 4) Small turnover which obviates quantity savings. 5) The belief of some Negro con sumers that white business is su perior. Th* latter condition, ho said, is a product of racial segregation and discrimination which has left its mark even on the thinking of Negroes. The move was announced by John L. Bauer, Jr., executive assistant to James J. Norris. European director of the American Catholic agency. The National Catholic Welfare Conference operates country mis sions in Germany. France.
