News Service) NEW ORLEANS The Easter duty for x-iifaring men has been eared by the Holy See so that seamen may satisfy the obligation at any time throughout the year, Father Thomas McDonough, C.SS.R., secretary of the Apostleship of the Sea in the United States, said here. The port chaplain of New Orleans was explaining the provisions of a rescript issued by the Sacred Consistorial Congregation listing norms and faculties for chaplains work ing in the Apostleship of the Sea, which moved its inter national headquarters from Glasgow, Scotland to Rome in 1953. The rules and privileges of the document,’’ Father McDonough said, “are a response of the Holy See to a petition made by sea chaplains at an international meet ing in Antwerp of Aug. 12 and 13, 1953. Divided into four parts, the document lays down general rules of establishing the Apostleship of the Sea as an organization certain rules for maritime chaplains re garding various duties, and gener ous faculties and privileges which will enable chaplains aboard ship to enjoy many of the recent con cessions made for pastors and priests ashore Explaining some of the privileg es granted, Father McDonough said that “among certain limited conditions, a ships chaplain may confer the Sacrament of Confirma tion.” He added: “Undar certain circumstances •nd according to strict regula tions, a ship's chaplain may cele brate Midnight Mass ar sea on the eves of Christmas and New Year, and also may celebrate one Mass on Holy Thursday," Father McDonough explained. "Further, he may celebrate Holy Mass for the benefit of seamen two or three times on Sundays, Holy Days and certain other days, whenever a pressing need for them exists to provide for the seamen's spiritual welfare through the celebration of Mass." Father McDonough said an ear lier report stated erroneously that a ship’s chaplain had been empow ered to officiate at marriages aboard ship. He said, however, that the chaplains are given helpful faculties for administration of the Sacrament of Penance and also are empowered to bless with generous indulgences Rosaries, crosses and if it's this strong it’s an Gentlemen: At no obligation to me please Send me your illustrated magazine “Storm Windows and Your Home.’ Call me for appointment. tiJMK____ ADDRESS.
