Alter of Cincinnati was elected chairman of the Administrative Board of the National Catholic Welfare Conference that met and or ganized here today. It marked the third successive year that he has been elected to the chairmanship. The Administrative Board had been elected at a two-day General Meeting of the Bishops of the United States which the four American Cardinals, 29 Archbishops and 133 Bishops at tended at the Catholic University of America in this city. Bishop Emmet M. Walsh was named to return to the Ad ministrative Board after an absence of one year. Archbishop Patrick A. O’Boyle of Washington retired from the board after completing the maximum of five consecutive one-year terms. The remainder of the Archbishops and Bishops elected to the new board had served on last year’s board. Following the General Meeting, the members of the newly-elected board met at the N.C.W.C head quarters building and organized as follows: Their Eminences Edward Cardi nal Mooney, Archbishop of De troit Samuel Cardinal Stritch, Archbishop of Chicago Francis Cardinal Spellman, Archbishop of New York, and James Francis Cardinal McIntyre, Archbishop of Los Angeles, members of the board by virtue of their being Car dinals. Rohr, president of the Contrail Deanery, DCCW Miss Nell Flautt, Edward M. Dawson Jr., and Elbert Edwards. The DCCW will provide choral groups for two nights in a series of carol programs to be presented on the State House lawn Monday and Thursday nights until Christ mas. Social Action Director For NCWC Is Named WASHINGTON (NC) Msgr. George G. Higgins, a priest of the Archdiocese of Chicago, today was named Di rector of the Department of Social Action of the National Catholic Welfare Conference. The appointment was announced by Archbishop Francis P. Keough of Baltimore, who nas just taken up duties of Episcopal Chairman of the N.C.W.C. Social Action de partment. rector under Father McGowan since January, 1946. He is wide ly known for his writings and talks on Catholic social teach ings. He is the author of "The Yardstick," a column syndicated by the N.C.W.C. News Service. Born in Chicago on January 21, 1916, Monsignor Higgins attended St. Francis Xavier parochial school in La Grange, HL Quigley Prepar atory Seminary in Chicago, and St. Mary of the Lake Seminary, Mun delein, HI. He was ordained to the priesthood at Mundelein an 1940. He made graduate studies in eco nomics and political science at the Catholic University of America from 1940 to 1944. Monsignor Higgins took both the M.A. and Ph.D. degrees at the Ca tholic University. Appointed to the Social Action department staff in 1944, Monsig nor Higgins began at once to be come known throughout the coun try for his writings and his par ticipation in important meetings. He has for years been active and held office in the Catholic Associa tion for International Peace, and is at present its executive secre tary. Archbishop O'Boyle, who has just retired as Episcopal chair man of the department after serving a maximum of five years on the N.C.W.C. Administrative Board, said that Father McGowan had been in ill health for a year and a half and had asked to be relieved of his duties as direc tor of the department. The Archbishop said that Father McGowan will remain in the de partment, devoting his time to its Inter-American work, and will make his headquarters in San An tonio, Tex. In a formal statement announc ing Father McGowan’s retirement, Archbishop O’Boyle said: “I am sorry, for his sake and for the sake of the Department, that his health will not permit him to carry on, on a full-time basis, the important work which he has performed so efficiently and so selflessly for almost 35 years. Few priests in the history of the Unit ed States have contributed as much as Father McGowan to the great cause of social justice. “From the very beginning he has proved himself to be a man of unusual intelligence and extraor dinary vision Suffice it to say that he has brought to his work at all times a great spirit of selfless ness and priestly generosity.” Father McGowan has bean with Hie N.C.W.C. since its inception in 1920. He was born in Brook field.. Mo., on June 23, 1892, and was educated et St. Benedict's Colbge, Atchison, Kat^s., St. Ber nard's Seminary, Rochester, N. The pagans of old made a uTeath of fir twigs in connection with the winter solstice the evergreen twigs being symbolic of perpetual life, and the circular form of the wreath representing the continual course of the sun. The Christian observance first came to be widely practiced in Germany during the 19th century. In recent years it has spread to these shores, with thousands of American Catholics heralding the advent of the Babe in the first Christian family at Bethlehem.
