Many Misled In spite of the fidelity of many, the Pope states, there are many others who, “deceived in their good faith, seized by fear or mis led by new and false doctrines, have joined dangerous movements promoted by the enemies of all re ligion, especially of the religion divinely revealed by Jesus Christ." The promoters of these move ments, the encyclical declares, “seek to deceive the simple or timid, or to lead them away from the right path. They therefore as sert that only those who belong to the church promoted by them are true patriots—which means to the church possessing the so-called ‘three autonomies'.” What they seek, the Pope states, “is to establish a ‘national’ church among you, which could no longer be Catholic because it would be a negation of that universality or ‘catholicity’ which places the so ciety founded by Jesus Christ above all nations and makes it em brace all individually.” The Pop* also knocks down the Red argument that Catholics loyal to the Holy See are un patriotic. The letter warns the Chinese faithful of an insidious attempt to lead them into schism under the pretense of patriotism. ., ^°^1?ess P°Pe Pius XII states that the encyclical was prompted largely by the fact that the apostolic letter (Cupimus Imprimis) which he addressed to them Jan. 18, 1952, did not really reach them. The Pontiff commends and en courages the traditional respect of the Chinese for their civil authori ties in the spheres of public life proper to them and urges Catholics to be “ready to fulfill all your du ties as citizens." The letter then comments on the three,“autonomies” demanded by the Reds of the Catholic Church in China: self-rule, self-support and self-propagation. Regarding the principle of “self rule,” the Pope says, everything possible has been done to place the Church in the hands of Chinese priests and Bishops. He recalls that his predecessor, Pius XL personally consecrated the first six native Chinese Bish ops in St. Peter’s Basilica and he himself, Pope Pius XII, establish ed a hierarchy in China and rais ed the first Chinese prelate to the College of Cardinals. The Pope desires and prays for the day, the encyclical states, when Chinese priests and Bish ops will be so numerous that there "will no longer oe need for foreign missionaries." But even in that day, he emphasizes, "your Christian community must be completely In submis sion to the Sovereign Pontiff, the Vicar of Jesus Christ on earth, and closely united with him in what concerns religious faith and morals." SASf* Commenting on the principle of “self-support,” the Pontiff ex presses the hope that the day may soon come when the Chinese faith ful can support the Church there completely by themselves. But un til that day they are dependent on the charity of foreign Catho lics. He adds that the material aid given the Church in China by for eign Catholics was motivated by Christian charity and not by any "political or profane reasons.” Gospel Cannot Be Changed Referring to the principle of “self-propagation,” the Pope points out that the Church’s pastors are “not inventors of the Gospel, but only its authorized custodians and divinely appointed heralds. There fore no one, including the govern ment, can change this gospel. Y.—(NC) —When a doctor “routinely permits the substitution of bottle for breast feeding and anesthesia for natural delivery,,” he is “basically criticiz ing God as inept,” a Loyola Uni versity physician said here. Dr. Herbert A. Ratner, associate clinical professor of preventive medicine and public health at Loy ola University’s Stritch School of Medicine in Chicago, spoke to 250 priests and doctors at a meeting of the Family Life Department of the Diocese of Buffalo. He called for Catholic- physicians to help re store sane, sensible standards of medicine “by following the norms of nature.” "The reconstruction of the Christian order in the world to day calls for a contribution from physicians that does not stop with the support of the mor al order," he said. “Physicians must remember that God is the supreme and perfect artist Who authored the Book of Nature as well as the Book of Scriptures. The papal message was read the delegates by Coadjutor Arch bishop Rayappan Ambrose of Pondicherry. It conveyed the Holy Father’s apostolic benediction for all those connected with the semi nar. The massage said: "Ona can not but admira the zeal and goodwill with which proper so lutions are being sought for the many and pressing problems of Asia. However, if Asia is to at tain true greatness, the quest for those solutions must take into account the primacy of the spir itual and the unchanging princi ples of the natural law and of divine revelation." The message was signed by Msgr. Angelo Dell’Acqua, substitute Vat ican secretary of State, and ad dressed to Archbishop Louis Math as, S.D.B., of Madras-Mylapore. Criticizing the tendency to over estimate technological improve ment to the detriment of funda mental human values, the state ment continued: "It is upon the attitude of this present generation that will fall, in a great measure, the responsibility for intellectual and professional leadership In the momentous decisions that will affect so intimately the fu ture life of Asia. “They must ever employ their ROBERT E. Officials of the Pax Ro mana headquarters in Switzerland and members of the Indian hier archy were also among the audi ence.
