American Priests Want
Vernacular in Some
Rites But Not Mass
Th* author of th* following article was a member of th*
American delegation to the International Congress on Pastoral
Liturgy recently concluded as Assisi, Italy. He Is the author of a
number of books on the liturgy and professor of liturgical the
ology at St. Mary's, Kans. His article sums up
the congress on the use of the vernacular in th#
By Father Gerald Ellard, S.J.
Some years ago it came home to me
American priests fall into three groups with respect to the
vernacular in the liturgy.
Hardly ?ny want the vernacular in the Mass.
Most, but by no means all, want the vernacular in the
ritual of Baptism and other rit
uals, "as much as possible."
But, on ascetical and pastoral
grounds, practically all would
hail the day they were given
an option of using the vernacu
lar in the breviary. Priests do
not think in Latin and can not
easily pray in that medium.
In the intervening years many
liturgical developments have tak
en place, but I do not think there
has been much shifting in these
three clerical positions.
Any report on the vernacular
in the papers read at Assisi and
on the papal allocution delivered
to the meeting must make the
following statement at the out
set: “Rome would welcome re
quests for a vernacular ritual.”
First in time and importance
of the liturgical documents of
the past ten years was the great
encyclical on the liturgy, Med
iator Dei, issued in 1947. While
it castigated priests who, on
their own authority, departed
from the Latin at Mass, it said

that many rites would be high

The German bishops were in
formed in 1943 that the Holy See
would welcome a united appeal
from them for a bilingual ritual,
such as Austria had been given
in 1935 by Pope Pius XI. They
followed this suggestion, drew up
their book and in 1950 secured
approbation for it for all

Meanwhile, in the
countries, in virtue of
mission-and-mandate, so
in every large area local clergy
were to arrange such rituals,
which could then be approved
locally for ten years’ use before
being referred to Rome. Three
small rituals for different parts
of India are now in print. Many
others are in preparation.
The request formulated in the
United States for substantially
the same ritual that had been
granted Germany was quickly ap
proved, first, for the United
States in 1954 and then, in quick
succession, for Canada, Australia,
New Zealand and the English
speaking people of India, Burma,
Ceylon and Malaya in 1955.
Italy in 1953 got permission to
use Italian for baptismal ques
tions and answers, but, as far as
know, no manual has yet ap
peared. Venezuela got
permission in 1954,

The bilingual ritual

In England, Ireland and Port
ugal the project is under study
but net completed.
Thus, the ritual situation at
the present is this: In the mis
sions a bilingual ritual has been
ordered. In home countries, any
nation knows that it can get such
a ritual by asking Rome for it.
Cardinal Gerlier was eloquent at
Assisi in bearing witness to the
benefits France has derived from
its nine-year use of the bilingual
ritual.
Often enough, especially in
press reports from far-off mis
sion areas, there is mention of a
Mass celebrated, by papal per
mission. in which the Gloria and
other parts are sung in the lan
guage of the people. And there
was passing note of a grant given
in 1949 for the preparation of a
missal for China, with Mandarin
Chinese for all except the Canon
of the Mass.
No report on the Congress
could fail to mention the differ
ence of opinion between the pre
siding official and his auditors.
In the last part of his opening
address. His Eminence Gaetano
Cardinal Cicognani, Prefect of
the Sacred Confregation of Rites
stated clearly that the papal pol
icy was for retaining Latin in
the entire Mass.
Speaker after speaker then
read previously prepared papers
that argued for more vernacular.
This was well illustrated by the
plea of Father Ferdinando An
tonelli, O.F.M., an official of the
Congregation of Rites for “that
general reform which the whole
world awaits and pleads for.”
The vernacular in the Mass
was given small encouragement
in the Pope’s address. The only
reference, I think, is this pass
age near the end:
"The Church turns to the
past without copying it blindly,
and creates new things, even in
the rites themselves in the
us* of the vernacular, of pop
ular chants, in the construc
tion of churches.
“Nevertheless it would seem
superfluous to recall once more
that the Church has serious rea
sons for firmly maintaining the
Latin: unconditionally for the
celebrant, and likewise, when
Gregorian chant accompanies the
Holy Sacrifice that this must be
in the language of the Church ..”
What was once described as
“gradual and controlled con
cession” in further extending the
use of the vernacular in the lit
urgy is clearly the Holy Father’s
program.

Last month the Bishops'

spiritual motives and called
for their ouster.
The Archbishop voiced the
hpoe that the Indian government,
which had always protected the
rights and religious freedom of
the Christian minority, would
never infringe their fundamental
rights. The prelate recalled that
Prime Minister Jawaharlal Nehru
has always upheld Christian
rights and has declared repeat

part nf the religious inheritance
of India and has full freedom to
function.
Referring io the Madhya

The prelate pointed put that
Christianity is a code of doctrine

concerned only with the spiritual
