Bishop of Fargo, N.D.. and Apostolic Nuncio to the Bonn government. Speaking in his capactiy as dean of the diplomatic corps to Bonn, Archbishop Muench ad dressed a large number of diplo mats and statesmen gathered at a New Year’s reception given by West German President Theodor Heuss.
